Description
INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD TASK ORDER CONTRACT (MATOC) FOR ENVIRONMENTAL SERVICES WITHIN THE GEOGRAPHIC BOUNDARIES OF THE ALBUQUERQUE DISTRICT OR PROJECTS ASSIGNED TO THE ALBUQUERQUE DISTRICT LOCATED WITHIN THE SOUTH PACIFIC OR OTHER DIVISIONS The proposed procurement is a competitive 8(a) acquisition. NAICS is 541620, with a size standard of $14,000,000.00. The Government intends to award three (3) Indefinite Delivery/Indefinite Quantity contracts as part of a Multiple Award Task Order Contract (MATOC) pool for Environmental Services for the U.S. Army Corps of Engineers to the Offerors submitting proposals determined to be most advantageous to the Government; price, and other factors considered. The maximum capacity will not exceed $30 million. Contracts will have a base period of two years and three options for additional one year periods. Task orders awarded under this MATOC will be firm fixed price. The intent is to award three (3) contracts; however, if the Contracting Officer determines during the source selection process that fewer or more than that number of contracts should be awarded, the Contracting Officer has the discretion of adjusting that number (higher or lower), or awarding none at all. In any case, the Government may not award any contract if the resulting contract would not represent a "best value" to the Government using trade-off selection procedures as required by the Defense Federal Acquisition Regulations (DFARS). It is strongly suggested that the provisions stated in the proposal information be fully studied prior to assembly of the proposal. The solicitation will be issued on or about 03 May 2012, with proposals due on or about 04 June 2012. The contracts awarded will include firm-fixed price for a wide range of environmental services, including but not limited to, the following areas: Cultural and Historic Resources Management; Facility Response Plans; Hazardous Materials Management; Hazardous Waste Management; Natural Resources Management; Solid Waste Management; Natural Resources Inventories; Noise Management; Water Quality Management; Wetlands Management; Storm Water Management; Air Emissions Inventories; Air Permit Applications; Compliance Monitoring and Reporting; Environmental Electronic Data Management; Water Quality Evaluations; National Pollution Discharge Elimination System (NPDES) Permit Applications & Monitoring; Spill Prevention and Response Plans; Environmental Compliance Assessment System (ECAS) Audits; Environmental Monitoring System (EMS) Support; National Environmental Policy Act; Environmental Assessments; Environmental Baseline Surveys (EBS); Preliminary Assessment/Site Inspection; Hazardous Waste Management Plans; Hazardous Waste Reporting; Biological Assessments; Endangered Species Management Plans (ESMP); National Historic Preservation Act Studies; Historic Building Surveys; Historic Building Guides; and Pollution Preventions Plans. THE MATOC will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of firms that represent the best value to the Government. Proposed procurement will result in a firm-fixed price contract. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well.
