Description
The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC) located at 260 Industrial Way West, Eatontown, New Jersey 07724, issued a sole source award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under the statutory authority permitting other than full and open competition 41 U.S.C. 253(c)(5), 'when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source', as implemented by Federal Acquisition Regulation (FAR) 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program, provides the authority to directly contract with a SDVOSB. Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract VA118-12-D-0024, was awarded to Tridec Technologies, LLC., 6990 Drywood Place, Huber Heights, Ohio 45424, for the development of the Acquisition Business System (ABS) Customer Acquisition Portal (CAP). ABS is comprised of the Virtual Office of Acquisition (VOA) and the integration of the VOA with other VA contracting systems (eCMS, ITARS, etc). CAP will encompass re-engineering and streamlining of VOA to ensure customers and contracting individuals have access to the tools they require to manage contract actions through the acquisition lifecycle. The ordering period of the IDIQ is 24 months with an established ordering ceiling of $4,974,195.50.
