Description
NOAA's National Marine Mammal Laboratory (NMML), Alaska Fisheries Science Center, National Marine Fisheries Service (NMFS) has a requirement for technical support of sea lion research in accordance with the Statement of Work. The work includes, but is not limited to: conducting research on Steller sea lions, a species listed as threatened (eastern stock) and endangered (western stock) under the U.S. Endangered Species Act. These research projects include studies of ecology, physiology, genetics, behavior, and a host of other topics aimed at determining the cause of recent and on-going population declines and ways to enhance recovery. Steller sea lions range across the North Pacific Ocean rim from Japan to central California, thus an important component of our studies includes collection of data on populations outside the United States. This solicitation seeks to continue studies that improve our understanding of Steller sea lion populations in Russia. The Government is required to meet its responsibilities under the Endangered Species Act and Marine Mammal Protection Act, both of which mandate that the Government enhance the recovery of listed species and maintain them at optimal sustainable populations. The NMFS Steller Sea Lion Recovery Plan has, as its goal the cessation of the decline and enhancement of the population to the point where it can be delisted. The 2008 revised draft of the Steller Sea Lion Recovery Plan specifically calls for the need to collect vital rates on Steller sea lions. In addition, the North Pacific Fisheries Management Council has recently expressed a desire that additional work on the population trends of Steller sea lions in Russia be conducted by NMFS in order to assess potential threats to recovery. This work is timely given the fisheries closures enacted by NMFS in 2011 to reduce competition for prey for sea lions in the western Aleutian Islands. The work requested in this solicitation includes: the collection of information on the abundance of Steller sea lion pups and non-pups on select sites in Russia, branding of Steller sea lion pups, establishing field camps, observations of previously marked sea lions, collection of tissue samples, and blood samples during animal handling, and the collection of fecal samples to provide diet information; and to conduct research on Steller sea lions, a species listed as threatened (eastern stock) and endangered (western stock) under the U.S. Endangered Species Act. These research projects include studies of ecology, physiology, genetics, behavior, and a host of other topics aimed at determining the cause of recent and on-going population declines and ways to enhance recovery. A maximum of 43 known Steller sea lion sites located along approximately 1,160 nautical miles of coast line will be surveyed. The current trend of Steller sea lion abundance in the Commander Islands, the Kuril Islands, East Kamchatka, the western Bering Sea, and the Sea of Okthosk will be estimated and branding and re-sight information added into an existing database. The data collection format will need to be similar to previous surveys in order to have results comparable with previous historical data. The contractor must also provide an individual(s) capable of supervising and conducting all field work in Russia and in completing manuscripts and reports as listed. The contractor will be required to analyze existing and newly collected data, write annual reports, publish peer-reviewed manuscripts in professional scientific journals, and present this work at U.S. and international scientific meetings. The contractor must have necessary personnel who are fluent in Russian and English and experienced in surveying and collecting this type of data in the Russian Far East and the ability to obtain the appropriate Russian permits. The NMML does not have the resources or the personnel on staff to conduct this type of work in Russian waters nor are U.S. licensed vessels allowed to work in Russian waters. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 541990 and the size standard is $14.0 million.
