- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with TimeTech, Germany, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, a Satellite Time and Ranging Equipment (SATRE) modulator-demodulator (modem) for international Two-Way Satellite Time and Frequency Transfer (TWSTFT) and Phase Comparator with the following specifications: The MODEM should include: one transmit (TX) channel with center frequency of 70±15MHz, impedance of 50Ώ, transmit power from 0 to -40dBm (code), from 0 to -30dBm (CW); two receive (RX) channels with center frequency of 70±15MHz, impedance of 50 Ώ, receive power from -50 to -75dBm; one measurement unit (IIOTIC) for making timing measurements; RS-232 and TCP/IP interface. The MODEM should provide SATRE compatible pseudo-random codes 32 predefined codes for chip-rate 0.5, 1, 2.5 and 5 MChip/s; 16 predefined codes for chip-rate of 10 and 20 MChip/s. The Multi-channel Phase Comparator should provide that one of the input signals is used as a reference signal of 100 MHz. The remaining five channels at 100 MHz are compared to that reference channel. The comparator must have built-in modular low-noise multipliers for expansion to receive 5 or 10 MHz on any channel. Every measurement channel must contain a down-converter that produces an IF (intermediate frequency) signal, with signal shaping (fast rise-and-fall voltage transitions) suitable for input to an internal high-resolution time interval counter (TIC) or a suitable set of counters that provide the same function. The 6 inputs for 100MHz are fitted with SMA standard connectors. The noise floor ADEV(tau>105s) for 100 MHz signals, +10 dBm, must be no higher than 1x10-16. Based on market research, NIST has not identified any other sources that can provide the required product. If NIST identifies no other capable sources by April 27, 2012, NIST will issue a firm-fixed price purchase order on or about July 1, 2012 to Time Tech. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
