- The purpose of this amendment is to: (A) Change the response date from 2 pm EST on 4-19-12 to 1:30pm EST on 4-20-12. (B) Publish the questions received and the corresponding answers. No further questions will be accepted. 1 What is the expected sample size for the organizational readiness survey? --1,000 2 Does the VA already use their own 360 leadership assessment, or will the contractor be expected to customize one for the VA? --Contractor will customize for VA 3 - What are the business drivers for this initiative? --Declining veteran population and increase patient choice from healthcare reform require increased quality, safety and value to recruit additional veteran patients 4- Does the VA have employee survey results that may provide us with some insight into gaps? --Yes. Will be made available to the selected vendor. 5. Does the VA have leadership competencies in place and, if so, are there assessment results that may provide us with some insights into gaps? --Will be made available to the selected vendor. 6 - Does the VA have preferences on Leadership Development Models? --No 7 - Is the VA open to using an existing (pre-built) 360 Assessment tool? If yes, does the VA have a preference on which tool (such as Checkpoint 360)? --VA has an employee 360 degree assessment tool, available from the National Center for Organizational Development 8 - Is the VA open to using a standard survey development tool? If yes, do they have a preference on which tool (such as Surveymonkey.com)? --No preference. 9 - The video vignettes referenced in the SOW mention they are to be interactive. What type of interactivity is the VA envisioning? --Designed to stimulate discussion and engagement with the material. 10 - Clarification on the evaluation levels VA is interested in executing and what organizational data is available to support evaluation. --VA is interested in evaluation at all five levels as indicated in section 2.3.2. Vendor will co-design evaluation strategy taking into account existing VA data (to be supplied to the selected vendor). 11 - Clarification on the two variations of the deliverables for the 12-24 month period (extend to a new group vs. a new target group) --One of the two variations will be selected based on the results of the initial 12 month engagement. That is, will VA benefit most from continuing engagement with the initial cohort or engagement with a new cohort of 40 leaders. 12 - Does VISN 1 have an existing 360 Leadership Assessment, or will one be co-developed with the chosen vendor? --Contractor will customize for VA. 13 - Same question for the Leadership Performance Plan format --Contractor will customize for VA 14 - Will the vendor be expected to develop internal coaches, or should they plan to supply all performance coaches? --Vendor will supply all performance coaches during initial period (2 years); if renewals are agreed on, this requirement may be modified. 15 - Will the video actors be VISN 1 employees? --Yes Under 2.1.2, Workshop and Performance Coaching Key Features 16 Third bullet item states several interactive video vignettes are to be developed. Can you provide an exact number and time length for each vignette? The pricing on the proposal will vary greatly depended on number of vignettes to produce and time of each one of them. --Number = 3; Time length = 10 minutes 17 The next bullet items states that participants are to receive 360 leadership survey results. Will this be the HPDM 360 or one from the vendor? --developed by vendor; Contractor will customize for VA 18The next bullet says participants will develop a leadership performance plan. Will this use the current VHA IDP and then be entered into the HPDM system or one provided by the vendor not related to HPDM? --There is no one VHA IDP nor a HPDM system to enter IDP into. The vendor will co-design a format for leadership development plans with VISN 1 and deploy through the performance coaches. Page 5-6 Section 2.2 Leadership Curriculum. 18 Are we to assume that the curriculum will consist of pre-existing modules from LEAD and NeXT? --The curriculum will be a complement to the existing LEAD and NeXT modules. It will derive from the transformational leadership engagement and transfer core elements to the LEAD and NeXT programs. 19 How many classes will comprise the curriculum? How many contact hours? --This has not yet been determined. 20 How many in addition to those modules take from LEAD and NeXT? --This has not yet been determined.
