- Synopsis "Advancing Innovative Intersection Safety Treatments for Two Lane Rural Highways" Description This is a Federal Highway Administration pre-solicitation notice (synopsis) for a full and open competition. The objective of this procurement is to identify and evaluate low cost safety treatments, intended for intersections along rural, two-lane highways, that can currently be characterized as having only limited experience ("tried" or "experimental") and are not yet recognized as common, widespread or state-of-the-practice. At this time, the following treatments are illustrative of what may be considered for evaluation: • geometric modifications (such as smooth lane narrowing using rumble strips or splitter islands), enhanced and/or dynamic forms of existing traffic control devices (pavement markings, signs, flashers, etc.), • new traffic control devices (such as internally illuminated devices), • high friction surface treatments, and • single luminaire intersection identification lighting. The outcome of this project shall be to advance efforts to improve rural, two-lane intersection safety by focusing on strategies that have yet to become widespread or common. The main product of this project shall be an informational report that advances the state of the practice as it concerns innovative safety treatments targeted to two-lane rural, unsignalized intersections. This project will also summarize the evaluated treatments in a technical brief and webinar in order to deploy the results to the target audiences. The target audience for this report will be practitioners from state and local road agencies with jurisdiction over rural, two-lane roadways. Ultimately, this project will result in wider deployment of innovative, effective treatments across the United States, contributing to the overall goal of reducing injuries and fatalities associated with motor vehicle crashes at intersections. The RFP will be released and made available electronically at http://www.fedbizopps.gov.
