- Title of Procurement: Re- Racking and Decommissioning Plan Modification to existing Contract HSBP1010C00056 Type of Notice: Special Notice-Notice of Intent to Sole Source Procurement Office: U.S. Customs and Border Protection, Tactical Communications (TACCOM) Branch, Wireless Systems Program Office (WSPO) In accordance with FAR 13.106-1(b)(1), United States Customs and Border Protection (CBP) Wireless System Program Office (WSPO) Tactical Communications (TACCOM) Branch intends to award a sole source fixed-price purchase order to Motorola for Decommissioning Plans and Re-racking services. It has been determined through market research that Motorola is the only firm capable of satisfying the Government's requirement with respect to ensuring the current implementation of the project schedule and maintaining the current warranty on LMR equipment. TECHNICAL SUMMARY: Decommissioning Plans for 3 sites - In order to proceed with planned site development activities at Coburn Mtn, Norway Bluff, and West Kennebago, CBP must remove existing infrastructure in order to secure a lease for the site. In some cases their may be existing LMR communications equipment that must be moved to temporary structures to continue existing service. The Decommissioning Plans are needed to identify the scope of the efforts to remove infrastructure while maintaining continuing service until cutover of the modernized equipment and infrastructure. Re-racking services for 28 sites - Per CBP direction, Motorola installed LMR equipment in open racks during the staging phase which took place in summer of 2011. Due to the need to meet physical security requirements at sites which allow non-CBP personnel, it is necessary to remove the LMR equipment that was installed in open racks for 28 of the 62 sites during LMR staging process and re-install the equipment in 55 secure cabinets which is already being furnished as CLIN 1400 of the contract. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting CBP's requirement as stated herein may submit a capability statement by the response date indicated above. Timely responses will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
