Description
The U. S. Army Contracting Command-New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Armament Research, Development and Engineering Center(ARDEC); Weapons and Software Engineering Center (WSEC) intends to solicit, negotiate, and award a sole source new Firm Fixed Price (FFP) contract for 20 Improved Enhanced Mortar Targeting System to Mistral Inc, 7910 Woodmont Ave STE 820 Bethesda, MD 20814-3071. The 20 systems shall be able to engage targets using standard fielded US Army 120mm ammunition. The system must be capable of engaging targets at ranges up to and including 6.5 kilometers and be able to traverse 360 degrees in less than 30 seconds enabling targets to be engaged in any direction. The system must have the capability for automated elevation and traverse adjustments in order to rapidly engage multiple target locations in any direction from a single firing position without having to relocate the system. The system shall maximize commonality with previously qualified systems such as the RMS6L in the M1129 Stryker. The system must have an integrated tactical computer, have the ability to operate in a rugged environment at a temperature range of -20C (-4F) to 60C (140F). The system shall be able to sustain extensive dust, sand, snow and wind. In support of the system, a quantity of spare parts, two (2) field service representatives capable of training CONUS and deploying in support of Operation Enduring Freedom (OEF), and a two week maintenance class shall be provided. The system must have the ability to be powered from a Power Supply Unit with NSN standard batteries and or a HMMWV Power Slave Cable. This system must meet all the qualifications for the Navy Weapon System Explosive Safety Review Board. The Justification & Approval (J&A) addresses Only One Responsible Source. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a)(2)(ii).
