- The National Aeronautics and Space Administration (NASA) is soliciting informationto conduct market research to improve its understanding of potential rideshareopportunities for future NASA science instruments or other technology demonstrationpayloads. NASAs Goddard Space Flight Center (GSFC) is interested in identifyingopportunities for NASA to collaborate with commercial industry, academia, and othergovernment agencies to help meet future scientific and technology demonstration missionslaunch needs. For the purpose of this Request For Information (RFI): A Rideshare Opportunity is shared orbital space launch of a Hosted Payload, a SecondaryPayload or a Co-manifested Mission on a planned mission. A Hosted Payload or instrument is a payload manifested on a spacecraft bus flying on aprimary space mission. A Secondary Payload is a small spacecraft (typically much less than 180 kgs) flying ona primary space mission. A Co-Manifested Mission is more than one spacecraft on the same launch vehicle. In accordance with FAR 15.201(e), the information requested is for planning purposes onlyand is not intended to bind the Government. Instructions to Respondents: NASA/GSFC appreciates responses from all capable and qualified U.S. sources including,but not limited to, NASA Centers, universities, university affiliated research centers,federally funded research and development centers, private or public companies, andgovernment research laboratories. NASA-GSFC may contact respondents to this RFI, if clarifications or further informationis needed. Respondents are required to address each of the following technical specifications foreach respective rideshare opportunity. The type of Rideshare Opportunity (Hosted Payloads, Secondary Payload or Co-manifest) The Mission name The Mission type The Mission sponsor The scheduled launch date along with: a.Rideshare Instrument or Mission Readiness Date b.On orbit parameters (such as Apogee Altitude (km), Perigee Altitude (km), Inclination(deg), C3 (km2/s2), geosynchronous longitude (deg) c.Available Mass (kg), Power (W), Volume (m3), Data rate (Mb/s), data interfaces, andmechanical interfaces for rideshare opportunity (as applicable) d.Summary of proposed services (e.g. Launch support equipment, bandwidth, etc.) e.Rough order of magnitude of the proposed opportunity f.Any other information relevant to the opportunity This information shall be submitted in the attached document titled: RideshareOpportunities Submission. Each Rideshare Opportunity that could be available to NASA/GSFCshould be disclosed in the same submission. Respondents are also required to address the following programmatic items: Company name, name of corporate point of contact, telephone number, full mailingaddress, and e-mail address. Size of the company, number of years in business; affiliate information (ifapplicable): parent company, joint venture partners, potential teaming partners. Corporate competencies and past performance with regard to the development andproduction of similar robot systems. Relevant flight heritage/history is extremelyimportant. Corporate competencies Past performance information which reflects the companys rideshare launches in thelast five years. Please provide a brief description of the rideshare opportunity; thevalue of the action; if your company was the prime contractor or the subcontractor; andthe point of contact information (POC) of the customer (name of the company/Agency,customers name, phone number, and email address) How to Respond: Submit by May 01, 2012 by 11:59 p.m. Eastern Daylight Time (EDT) Electronic submission is preferred. The technical specifications shall be submitted in the Rideshare OpportunitiesSubmission template, which is provided with the RFI. The programmatic items shall be addressed in 10 pages or less, 12-point font size, oneinch margins. Respondents are welcome to submit supplementary information. Supplementary material maynot exceed 10 pages. Format for programmatic items and supplemental information: Microsoft Word (.doc) orPortable Document Format (.pdf). No solicitation exists; therefore, do not request a copy of the solicitation.If a solicitation is released it will be synopsized in FedBizOpps and on the NASAAcquisition Internet Service. It is the potential offerors responsibility to monitorthese sites for the release of any solicitation or synopsis.
