- 1)This is a pre-solicitation notice. This notice does not constitute a request for proposal, request for quote or invitation for bid. No contract will be awarded directly from this announcement. 2)Requirements Title: Solicitation N62473-12-R-3802, Drilling of Geophysical Test Holes to Assess the Potential of Geothermal Energy Sources at Various Department of Defense (DoD) Installations in the Western United States, including Alaska and Hawaii 3)This is requirement is a total set-aside for Small Business. The Government will only accept offers from small businesses. 4)North America Industry Classification System (NAICS) Code: 213115 - Support Activities for Nonmetallic Minerals. (Note: The applicable Small Business size standard ceiling for this requirement is $7.0 million.) 5)Contract Type: Combination Firm Fixed-Price and Indefinite Delivery Indefinite Quantity (IDIQ) 6)Commercial Items procedures will be used in the procurement of this requirement. 7)A Multiple Award Services Contract (MASC) will be awarded. A maximum of four sources will be considered for participation in the MASC. 8)Contract Period of Performance: One Base Year and four Option Years 9)Anticipated Contract Capacity: $20 Million for Base Year and Option Years 10)Target Award Date: September, 2012 11)The selected contractors will provide, under contract, all management, labor, incidental engineering, travel, transportation, equipment, material, and supervision necessary to perform geophysical test hole drilling at various Department of Defense (DoD) sites in the western United States, including Hawaii and Alaska. During the Base year, work will be performed primarily in Imperial County, CA. The scope of work includes drilling of geophysical test holes to assess the potential of geothermal energy sources. The test holes should generally be designed to be drilled between 500 and 2000 feet below ground surface. The drilling is designed to determine the presence of geothermal potential within the project areas while avoiding the actual intersection with high-temperature (geothermal) fluids. Blowout prevention equipment (BOPE) may be required dependent on site-specific conditions. Casing, tubing, piping, and cementing in accordance with standards and specifications will be used. Drill sites may be located within the boundaries of active military range lands. The purpose of the geophysical test hole drilling includes seeking elevated subsurface temperatures at shallow depths, gathering physical down-hole geologic data, and possibly recovering fluid samples, so as to further evaluate the geothermal prospect. 12)Source Selection: Offers will be evaluated using Best Value, Trade-Off procedures that will result in a MASC. Offerors will be required to submit proposals addressing technical evaluation factors and price. The technical evaluation factors are anticipated to be as follows: 1) Specialized Experience, 2) Technical Approach, 3) Safety, and 4) Past Performance. 13)All solicitations for NAVFAC Southwest are available at www.neco.navy.mil with beginning with "N62473". It is anticipated that the electronic solicitation will be posted in the Navy Electronic Commerce Online (NECO) website and will be subsequently available in the Federal Business Opportunities (FedBizOpps) website at www.FBO.gov on or about 25 April 2012. All solicitation documents will be available online for offerors to download when the solicitation is posted. Interested parties must register in NECO or FedBizOpps to obtain access to the solicitation. Only those registered will be notified by e-mail when amendments to the solicitation are issued. Registration information is available at the respective websites. 14)In accordance with DFARS 252.204-7004 “Required Central Contractor Registration, offerors must be registered in the Central Contractor Registration (CCR) database.
