- Solicitation number: W9128A-12-R-0014 This is a small business set aside procurement. Multiple Award Task Order Contract (MATOC) for Design-Bid-Build Construction Services and Design-Build Construction Services for Medical Facilities within the Honolulu District Area of Responsibility. This procurement will consist of both Design-Build and Design-Bid-Build projects. The firm-fixed price construction contract task orders are to provide all necessary labor, material, supervision and equipment for repairs, alterations, design-build, design-bid-build, and construction for sustainment, restoration, renovation and modernization of clinics, hospital, administrative buildings, and health facilities. The scope of work will primarily be associated with the renovation of existing facilities, but may also include major repair and new construction. Work may include, but is not limited to, replacement, restoration or modernization of hospitals, clinics, medical administration buildings, health facilities, medical warehouses, medical labs, biological engineering labs, dental clinics, wellness centers and any other building associated with the U.S. Army health facilities. Projects may involve restoration and modernization for HVAC, medical gas, plumbing, electrical, elevators, building envelope, fire protection, interior renovation, terrorism/force protection, mold removal, asbestos abatement, lead abatement, and exterior site and systems work, such as utilities infrastructure, roadways, sidewalks, parking lots, landscaping, irrigation, etc. The North American Industry Classification System (NAICS) applicable to this project is 236220, Commercial and Building Construction, with a small business size standard of $33.5 Million. The duration of the contract will be five years. The five-year term will consist of a base period of 2 years and three 1-year option periods. The maximum dollar value that the Government will order under all of the contracts awarded will be $49,000,000.00. There is no maximum amount per base or option period. The guaranteed minimum quantity for the entire contract is $2,000.00 for each contract awarded. Selection will be based upon best value evaluation factors which may include (a) Experience, (b) Past Performance, (c) Risk Assessment and Management/Value Added Plan, (d) Organizational Plan, and (e) Price. Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading through the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/ on or about May 2, 2012. Offerors must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award.
