Description
PRESOLICITATION NOTICE (ANNOUNCEMENT) STEAMTOWN NATIONAL HISTORIC SITE, SCRANTON, PENNSYLVANIA, STEA 147719 This project is located at Steamtown National Historic Site, Scranton, Pennsylvania, 18503 This project is reserved solely for a HUBZone Small Business Concern, which means a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. The NAICS CODE for this requirement 236220 and the Small Business Size Standard is $33.5 million. TITLE OF PROJECT: Repair Exterior Including Selective Masonry Repairs, Locomotive Machine Shop Building, Scranton, PA GENERAL: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Office software, HTML, and/or Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation (P12PS00337) at http://ideasec.nbc.gov or www.fbo.gov. This service is provided for convenience only and does not serve as a guarantee of notification. The anticipated solicitation issue date the week of April 9, 2012. This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside. ORCA: Offerors are required to have a current Online Representations and Certifications Application (ORCA). ORCA is an on-line system that is located on the Internet site that benefits not only the contractor by allowing him or her to maintain an accurate and complete record, but also the Contracting Officer, as he or she can view an offeror's record. Offerors must register in ORCA in responding to this solicitation. The ORCA site can be found by going to http://www.bpn.gov and clicking on "Online Reps and Certs Application" on the left side of the screen.. CCR: Offerors are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. The website is located at www.bpn.gov/ccr. SOLICITATION NUMBER: P12PS00337 PROPOSED SOLICITATION ISSUE DATE: On or about Friday April 27, 2012. PRE-PROPOSAL CONFERENCE AND SITE VISIT: On or about Wednesday May 9, 2012, starting at 9:00 AM (local time) at Steamtown National Historic Site, Scranton, Pennsylvania - 150 South Washington Avenue, Scranton, Pennsylvania 18503-2018. PROPOSAL SUBMISSION DATE: On or about Tuesday May 30, 2012. Proposal receipt date is approximate; the actual date will be established at the time proposal documents are available. Offers will be considered from all responsible and responsive SBA-Certified HUBZone small business concerns (SBCs). LOCATION OF PROJECT: Steamtown National Historic Site, Scranton, Pennsylvania - 150 South Washington Avenue, Scranton, Pennsylvania 18503-2018. DESCRIPTION: The work of this contract consists of the following: Replacement of Rubber Roof System, Selective Masonry Repairs, Wood and Steel Window Restoration, as described below: 1.Masonry Repairs:a.Repair and rebuild brick masonry at failed areas, cracks, missing units as described on the drawings. Grind and re-point all brick masonry joints. Repair masonry/concrete windows sills. Clean and remove staining and biological growth.b.Remove existing metal fasteners, non-compatible patches, and abandoned equipment. Patch brick substrate to match adjacent. Scrape, prime and paint existing metal lintels.2.Roof Repairs:a.Remove 100% of existing roof system and abandoned equipment/accessories. Remove existing ladders and associated attachments. b.Repair existing roof substrate - gypsum deck. Repair existing roof substrate - wood deck. c.Re-anchor existing roof (ventilators/other) equipment to existing or repaired deck. Reroute existing HVAC equipment penetrating wall. d.Repair, prime and paint wood soffits, fascia, and trim. e.Provide a new roof system complete with new, flashings and counter flashings, gutters, and downspouts. Provide new roof access ladders. 3.Window Repairs:a.Restore existing wood windows, frames, trim, and hardware. Provide new wood framed interior storm windows.b.Restore existing steel windows, including frames and hardware.4.Clerestory Repairs:a.Remove exterior corrugated plastic panels, blocking, infill, and framing. b.Remove abandoned ventilation units. c.Restore existing window units including frames, trim and hardware. Provide new wood window units at missing locations to match original, including frames, trim and hardware. d.Provide new exterior wood sheathing at the unglazed portions of the clearstories. All work is to be performed under a single contract. PROJECT MAGNITUDE and PERIOD OF PERFORMANCE for this project is estimated to be in the range of $2.2M to $2.7M. Time for completion will be approximately 365 calendar days. It is anticipated that the contract will be awarded during July 2012, the notice to proceed will be issued in early August 2012, with an expected completion date during August 2013. TYPE OF PROCUREMENT: This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside best value (trade-off process) source selection that will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 15. Offerors will be required to submit a technical proposal, past performance information, and a business/price proposal. The business/price proposal will require offeror's to submit a contract pricing schedule, bid bond, certain Section K representations, certifications and other statements, and other required documents. For this solicitation, all evaluation factors other than price (technical and past performance), when combined, are approximately equal to price. It is anticipated that a firm-fixed price contract will be awarded. All responsible SBA-Certified HUBZone SBCs may submit an offer that will be considered.
