- GENERALThis notice is published in accordance with Federal Acquisition Regulations (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice does not constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. This is a Request for Information (RFI) by the United States (U.S.) Army, Army Contracting Command New Jersey (ACC-NJ). ACC NJ is conducting this RFI as market research to determine the capability of the IT industry to provide an exercise media web portal. All information received will be used for planning purposes only. The government will not award a contract based on this notice and will not reimburse respondents for any cost associated with responses to it. The government reserves the right to close this RFI once they have received adequate response(s). This notice may be updated as additional information becomes available. Please check the Federal Business Opportunities (FBO) site for updates to this announcement and register to receive e-mail notices of any updates to the FBO announcement. REQUIREMENTThe US Army North Exercise Media Web Portal will serve as a web-based portal with password protection to replicate interactive mainstream websites, agency home pages, and major social media sites to support a variety of US Northern Command (USNORTHCOM) and component command exercises. The portal will serve as the primary distribution point for exercise media products and serve as a platform for scenario-based social media discourse. The contracted portal shall replicate the look and functionality of popular mass media and social media networking websites including television, radio and print news sites; major unit/organization pages similar to fan or group pages on Facebook, microblogging capability similar to Twitter, video sharing capability similar to YouTube; and Web log capability similar to Blogger. The portal shall not infringe on copyright or other legal protections that apply to commercial sites. The frequency and duration of exercises will be in accordance with USNORTHCOM and component command training regulations and related training and operational schedules published by the commands. The portal shall be scalable to support exercises ranging in scope from a single-venue event with 20 user accounts up to national, multi-venue events with up to 1,200 user accounts. The portal must support 1,000 concurrent users per exercise and allow upload of videos up to 200 megabytes in size up to a maximum of 200 videos per exercise. Pages will provide users the option to sign up for notifications when new content is posted. Videos must be uploadable by Exercise Controllers from venues throughout the United States. Videos at maximum size must upload within 20 minutes. Contractor shall customize pages before and during each exercise as directed by ARNORTH Exercise Controllers. ARNORTH will provide unit crests for Contractor use in branding DOD organization pages. Contractor shall keep portal current with real-world communication sites in order to incorporate new functionalities and replicate new web-based sites as they become common tools for sharing information. The vendor shall work in coordination with ARNORTH on further modifications based on user feedback to troubleshoot, fix bugs and improve user interface. The Contractor shall provide year-round technical support staff with expertise in designing the portal, managing accounts, and providing exercise support. The Government anticipates a Firm Fixed Price type contract with the Period of Performance expected to be:Base Period: 1 July 2012 through 30 June 2013Option Period 1: 1 July 2013 through 30 June 2014Option Period 2: 1 July 2014 through 30 June 2015 DEADLINEResponses to this Sources Sought Notice should include the (1) business name and address; (2) name of company representative and their business title (3) email address, (4) phone number and (5) marked with RFI number W15QKN-12-X-H011. The responses should address the capabilities identified on the attachment. Firms who wish to respond to this should send responses via e-mail to Contract Specialist, Valerie Lee Norris at Valerie.Lee.Norris@us.army.mil, no later than 5:00 PM EST (Eastern Standard Time) on 23 April 2012. Proprietary information and trade secrets, if any, must be clearly marked on all materials. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. NOTEPlease note that in accordance with FAR Part 19, the government seeks maximum practicable opportunities for small business participation for this acquisition. All Contractors shall provide their size standards in accordance with NAICS code 519130, Special Interest Portals. Interested small business concerns under NAICS code 519130 with a size standard of 500 employees are encouraged to submit their capability packages.
