- The Army Contracting Command-Rock Island (ACC-RI) located at Rock Island Arsenal, Rock Island, IL in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a Market Survey to identify qualified sources to Load Assemble Pack the M1 105mm High Explosive (HE) Cartridge, M107 155MM HE Projectile, M795 155MM HE Projectile, M337A2 75MM Blank Cartridge, M395 105MM Blank Cartridge, and the M888 60MM HE Mortar Cartridge. The Cartridge, 105mm, High Explosive (HE) M1 is a high explosive artillery cartridge used for fragmentation, blast, and mining in support of ground troops and armored columns. The cartridge consists of a hollow steel forged projectile filled with Composition B, TNT, or IMX-101 explosive, an M14 cartridge case, M28B2 primer and an M67 propelling charge. A TNT supplementary charge is contained in the TNT and Comp B filled versions of the projectile and a PBXN-9 supplementary charge is contained in the IMX-101 version. The cartridges are packed out in PA55 fiber tube and either two tubes per wooden box or one tube per PA117 metal container. Government Furnished Material (GFM) planned for this effort includes the projectile metal part, M14 cartridge case, M28B2 primer, M67 propelling charge, TNT or IMX-101 explosive, and a TNT or PBXN-9 supplementary charge. The estimated quantity ranges for this round are: 3,000 to 30,000 30,001 to 100,000 100,001 to 150,000 The Projectile, 155mm, HE M107 is a high explosive artillery projectile used for fragmentation, blast, and mining. The projectile is a hollow steel forged shell filled with either TNT or Composition B melt poured explosive and contains a pressed TNT supplementary charge. The projectiles are packed eight per wooden pallet. GFM planned for this effort includes the projectile metal part, TNT explosive and TNT supplementary charge. The estimated quantity ranges for this round are: 3,000 to 30,000 30,001 to 100,000 100,001 to 150,000 The Projectile, 155mm, HE M795 is an extended range high explosive artillery projectile used for fragmentation, blast and mining. The projectile is a hollow high fragmentation steel forged shell filled with either TNT or IMX-101 explosive. A TNT supplementary charge is contained in the TNT filled projectile and a PBXN-9 supplementary charge is contained in the version filled with the IMX-101. The projectiles are packed eight per wooden pallet. GFM planned for this effort includes the projectile metal part, wooden pallet, TNT or IMX-101 explosive and a TNT or PBXN-9 supplementary charge. The estimated quantity ranges for this round are: 3,000 to 30,000 30,001 to 100,000 100,001 to 150,000 The Cartridge, 75mm, Blank, M337A2 is used for artillery saluting and simulating fire. The cartridge consists of an aluminum cartridge case containing loosely packed black powder and a press fitted M1B1A2 primer. The cartridges are packed one per fiber tube and fifteen fiber tubes per wooden box. GFM planned for this effort is the black powder. The estimated quantity ranges for this round are: 3,000 to 10,000 10,001 to 30,000 30,001 to 50,000 50,001 to 100,000 The Cartridge, 105mm, Blank, M395 is used for artillery saluting and simulating fire. The cartridge consists of an aluminum cartridge case containing loosely packed black powder and a press fitted M1B1A2 primer. The cartridges are packed one per fiber tube and ten fiber tubes per wooden box. GFM planned for this effort is the black powder. The estimated quantity ranges for this round are: 3,000 to 10,000 10,001 to 30,000 30,001 to 50,000 50,001 to 100,000 Cartridge, Mortar, 60mm, High Explosive (HE), M888 is used against personnel and materiel providing both fragmentation and blast effects. It consists of a hollow steel body filled with approximately 0.8 lb of composition B high explosive. A M935 Point Detonating (PD) fuze is threaded to the nose of the body. The M27 fin is threaded to the rear of the body, four M204 propelling charges are placed on the boom of the fin and a M702 ignition cartridge threaded inside the fin. The cartridge is packaged in a PA182 polylam fiber container. Eight fiber tubes are packed in a PA70 metal container. Two PA70 metal containers are packed in a wooden wire bound box. GFM planned for this effort includes the shell body, M27 fin, M204 propelling charge, M702 ignition cartridge, Comp B explosive and the M935 fuze. The estimated quantity ranges for this round are: 3,000 to 15,000 15,001 to 40,000 40,001 to 60,000 60,001 to 150,000 The Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for a single award of a Firm Fixed Price (FFP), 5 year Requirements type contract. The M1 105mm High Explosive (HE)Cartridge, M107 155MM HE Projectile, M795 155MM HE Projectile, M337A2 75MM Blank Cartridge, M395 105MM Blank Cartridge, and the M888 60MM HE Mortar Cartridge shall be Load Assembled and Packed to a Government owned Technical Data Package, drawings, and specifications. Interested contractors should submit a summary that includes a brief description of the contractor's capabilities to include: description of facilities, personnel, manufacturing capabilities and how they directly relate to the M1 105mm High Explosive (HE)Cartridge, M107 155MM HE Projectile, M795 155MM HE Projectile, M337A2 75MM Blank Cartridge, M395 105MM Blank Cartridge, M888 60MM HE Mortar Cartridge LAP, estimated minimum and maximum monthly production capacities, the minimum procurement quantity required for production, and if they are currently manufacturing this item or have made this item or similar items in the past. Respondents must also demonstrate that they have the capability to manufacture the M1 105mm High Explosive (HE)Cartridge, M107 155MM HE Projectile, M795 155MM HE Projectile, M337A2 75MM Blank Cartridge, M395 105MM Blank Cartridge, and the M888 60MM HE Mortar Cartridge. Additionally, interested contractors should address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. A Technical Data Package is not currently available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. All contractors interested in this potential future solicitation must be registered in the Central Contractor Registration Database. This market survey is being released for planning purposes only. It does NOT constitute a Request for Proposal and is NOT to be construed as a commitment by the Government. The Government does NOT intend to award a contract on the basis of this Market Survey or otherwise pay respondents for information submitted. All information will be held in a confidential status. Responses to this Market Survey shall be submitted electronically within 30 calendar days from the date of this publication.
