- The U.S. General Services Administration (GSA), Public Buildings Service, Greater Southwest Region announces an opportunity for construction services for renovation and alteration of the US Department of Justice, Executive Office for Immigration Review (EOIR) 10 th floor at the federal office building located at 1100 Commerce Street, Earle Cabell Federal Building, Dallas, Texas 75242. This is a SDVOSB set-aside, competitive procurement, which will be awarded as a firm fixed-price contract, and open to all interested SDVOSB concerns. The estimated total construction cost for the project falls within the range of $1,000,000. 00 to $5,000,000.00 US Dollars with anticipated project duration of 180 calendar days. Selective demolition work includes, but is not limited to, the removal of existing walls, doors, frames, ceilings and lights, fire suppression, ductwork, plumbing and plumbing fixtures. New construction and renovation work includes and is not limited to architectural millwork, interior doors and framing, door hardware, interior partitions, ceilings, interior floor and wall finishes, mechanical, security camera system, plumbing, lighting, electrical, and voice/data. Work also includes provision of conduit from the 16 th floor of the Earle Cabell Building to the 1 st floor of the adjoining Santa Fe Building (1114 Commerce Street, Dallas TX). All work will be accomplished in accordance with the Statement of Work and Architectural specs, plans and drawings provided by the government. Evaluation for Award Criteria: The "best value" process will be utilized in this procurement for the evaluation of offers and the selection of the successful Offeror to receive the award. The Government will select the proposal that represents the best value based on the evaluation of Price Proposal and Technical Proposal. Past Performance and experience on comparable, same or similar projects will be evaluated. A Bid Bond will be required with the submission of Proposals. Interested Parties - How to Offer: The solicitation package will only be available electronically and is anticipated to be available on or about April 30, 2012, and will be made available electronically on FedbizOpps website, www.fbo.gov. The offer due date and time for receipt of proposals will be on or about May 31, 2012 at 3:00 P.M. (Central Standard Time). The successful offeror will be required to provide Representations and Certifications at www.bpn.gov/orca and be registered in the Central Contractor Registration (CCR) at www.ccr.gov. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation cited above can only be obtained by accessing a secured section of the FedBizOpps website. This secured section is designed to safeguard Sensitive-But-Unclassified (SBU) acquisition information. Offerors that desire a hard copy of the A&E Specs and Drawing or CD, will be required to be registered in CCR to gain access into FBO secure location or submit your request in writing (with DUNS number) to the Contracting Officer for verification requirements. Potential offerors must register on the FedBizOpps website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). A pre-proposal conference/site walk will be held on May 10, 2012 at 10:00 am (CST) and notification to the Contracting Officer of proposed attendance will be required. This conference will permit prospective offerors the opportunity to visit the site, measure, field verify and clarify any concerns regarding the RFP. The tour will be limited to the construction site space location on the 10 th floor at 1100 Commerce Street, Dallas, Texas. Attendance at this conference is important to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Additional details regarding the pre-proposal conference will be included in the RFP.
