Description
Provide all labor, supervision, equipment and material to provide vessel, captain and crew to be available to deploy and recover scientific instruments in the San Francisco Bay Region, California in accordance with the statement of work. Period of Performance to be May 20-25, 2012, July 09-16, 2012 and September 4-8, 2012. Vessel charter shall be in accord with the Statement of Work and NOAA Charter Vessel Policy. Vessel shall have an overall length between 60 and 110 feet in length; at least 400 sq. ft. of deck space; should have access to a small winch or other device to lower a bottom gram and CTD instrument to the seafloor bottom; must be equipped with navigational (functional GPS and VHF radio), depth sounding, and medical safety equipment, as prescribed by the U.S. Coast Guard; should have space to accommodate at least 5 NOAA personnel during operations; vessel must be USCG safety inspected; vendor shall provide name of the USCG inspector; captain shall provide proof of licensure. Vessel crew, including USCG licensed captain shall have a working knowledge of English. Vessel shall be fully founded as outlined in the Statement of Work. The proposed contract is 100% set aside for small business concerns. This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The FSC for this is 1990 and NAICS Code is 483114, small business size standard is 500 employees. No Defense Priorities and Allocations System (DPAS) rating assigned.
