- Course List THIS IS A SOURCES SOUGHT NOTICE ONLY (Not a notice of Solicitation) 1. The Federal Bureau of Investigation's Cyber Education and Logistics Unit (CELU) through the Criminal, Cyber, Response Services Contracts Unit (CCRSCU), is requesting information on training capabilities as described herein solely for information, planning purposes, and market research. This does not constitute a formal solicitation, Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue a formal solicitation. This market research is being conducted to identify qualified commercial sources capable of providing computer training as described in paragraph 5 below. The FBI does not intend to award a contract on the basis of this notice or to otherwise pay for the information requested herein. This notice is to provide vendors a better understanding of the requirement for the specific training and to help determine any subsequent small business set-asides. 2. Firms responding should specify if their training product meets the requirements below and provide detailed product information to show clear technical compliance. When submitting the capabilities package, please state whether or not you can meet the minimum requirements as well as provide all thirty eight of the classes listed in paragraph 5. Additionally, please conform to the requirements of submission as stated in paragraph 6. If possible, please include a recent commercial sales history. 3. Firms responding should also indicate whether they are, or are not, a small business, a socially or economically disadvantaged small business, or a woman-owned small business. The general definition of a small business is one that is independently owned and operated; is not dominant in the field of operation in which it is bidding on Government contracts and with its affiliates. NAICS Code to be used for this acquisition is 611420 and the size standard does not exceed $7 million dollars. The FBI reserves the right to consider a set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. 4. Background / Minimum Requirements BACKGROUND The Cyber Division (CyD), Cyber Education Logistics Unit (CELU) is tasked with providing training to law enforcement personnel who conduct investigations involving the use of computers, networks and the web. CELU provides FBI and vendor taught classes to ensure that Cyber investigators (FBI Employees and Federally deputized Task Force Officers) obtain the necessary skills to investigate complex cyber matters and to meet set education goals. CELU requires a provider of Cyber investigator training for FBI investigators and task force partners to attend. This training will be applicable to all Cyber investigators throughout the Contiguous United States (CONUS) combined with Alaska, Puerto Rico, and Hawaii. However, it is not required that this training be offered in every state within the Contiguous United States combined with Alaska, Puerto Rico, and Hawaii. Additionally, it is not required that this training be offered only to FBI, or other government personnel. The FBI is seeking to enroll its cyber investigators in classes already available to other government personnel or the general public. This training will consist of 38 courses to be certified by an American National Standards Institute (ANSI) 17024 accredited program. MINIMUM REQUIREMENTS 4.1 Must presently provide all classes contained in the CCPP course list (see paragraph 5 et. seq.); Please state that you can provide all of the classes contained in paragraph 5 at the date of this response. The submitter is not required to provide a class with the same name as listed in the CCPP course list. The submitter is required to provide a class of substantially the same material as contained below. 4.2 Must provide ANSI / ISO / IEC 17024 accredited certification to CCPP attendees. The vendor is required to state that they provide American National Standards Institute 17024 accreditation for any certification provided. Certification exam need not be administered at the same site or date as course. Further, submitter is required to state that they are not on the directory's "suspended" list for ANSI 17024. 4.3 Must conform to submittal requirements of this Sources Sought; Please see the paragraph 6 for submittal requirements. 5. TRAINING COURSES REQUIRED: Please see attached documentation. 6. SUBMITTAL REQUIREMENTS All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities and product specifications related to this effort. Submit your response electronically to the following e-mail address: todd.townsend@ic.fbi.gov. Please provide your response no later than 4:00 pm (EST) on 26 April 2012. Direct all questions concerning this notice to the same email above. Please conform to the following page requirements. a. Minimum Requirements: 1 page max, Please state separately 4.1 and 4.2. Please individually state that the submitter can conform to the information contained therein. Additionally, please indicate the name of the ANSI 17024 accredited Certification for verification. b. Training Courses Required: 18 pages max. (the FBI does not expect any submittal to be 18 pages) Please provide information on the complete list of the 38 courses you offer, if available a commercial sales history and any other information you would like to provide on your capabilities including business size. Feel free to include any information on the courses as applicable to the requirements for the individual courses. If the course is not operating system neutral, please indicate as such. With each class description, please conspicuously state the class size and number of professors. Additionally please provide the certification which will come with completion of the course and passing score on the certification exam, if any at all. Please see below for an example.
