Description
VA786-12-Q-0021 TREE REMOVAL AT ZACHARY TAYLOR, CAVE HILL, AND NEW ALBANY NATIONAL CEMETERIES The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786-12-Q-0012 for the following: The contractor shall provide all labor, supervision, equipment, materials and supplies to remove 29 unsafe or declining trees and their stumps at three national cemeteries remove all trees designated for removal. Removal shall constitute complete removal, to include grinding of stumps to 8" below soil surface and filling the remaining holes with topsoil leveled to grade as required by the Contract Drawings and Specifications and other specific tasks as further defined by the Request for Proposal (RFP). THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONTRACT. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) Part 15 to a responsible and responsive service-disabled veteran-owned small business responding to this solicitation. The bidder must be registered and CVE verified as a Service-Disabled Veteran-Owned Small Business with the Department of Veterans Affairs' VetBiz registry at http://www.vip.vetbiz.gov to be considered for this procurement. Awarded as a Firm Fixed Price contract: WHO WE ARE: The National Cemetery Administration honors veterans with a final resting place and lasting memorial that commemorate their service to our Nation. National Cemeteries are National Shrines. Therefore, the standards for management, maintenance, appearance and operational procedures performed by the Contractor have been established by the National Cemetery Administration to reflect this Nations' concern and respect for those interred there. For this reason, the Contractor's strict adherence to the Performance Work Statement, Performance Work Requirements Summary and Guidance Specifications shall be required and shall be essential. CONTRACT DURATION: Performance period is estimated to be no more than 30 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 561730 SIZE STANDARD: $7.0 Million OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications and drawings may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released with the Pre-Solicitation. The Government will not be responsible for receipt of the questions. Contractors may follow up by phone or email to insure receipt of questions. SOLICITATION AMENDMENTS: Any amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging any and all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. PROPOSAL SUBMISSION REQUIREMENTS: Due date is Wednesday April 23, 2012 by 3:00 PM/EST to the address shown on block 16 of SF1449. Address all offers to Department of Veterans Affairs, National Cemetery Administration, Contracting Services (43C2), 425 I Street, NW, Washington, DC 200001, Solicitation VA-786-12-Q-0021, Attention: Tiffany Thornton. QUESTIONS: All questions must be submitted in writing to tiffany.thornton@va.gov by close of business no later than April 18, 2012. The cemetery director and cemetery personnel may not answer any questions. POINT OF CONTACT: Point of contact for this project is Ms. Tiffany Thornton at tiffany.thornton@va.gov or 202-632-5891. SITE VISIT: Offerors are urged and expected to inspect all sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect a one or all sites constitute grounds for a claim after contract award. The site visit can be scheduled by appointment only by contacting Sonny Gallion, Cemetery Foreman, at (502) 893-3852. There will be no other site visits scheduled.
