Draft SOW is attached The Marine Corps Systems Command (MCSC) Counter Improvised Explosive Device (CIED) Program Office is conducting a market survey to determine the availability to support sustainment of up to thirty-five (35) Rugged Mobile Non-Intrusive Inspection System (RMNIIS) units currently in use by the United States Marine Corps (USMC). USMC operated RMNIIS units are used to scan vehicles, cargo containers, and other objects to detect concealed improvised explosive devices. These units were manufactured by American Science & Engineering, Inc. (AS&E) and are the Z Backscatter Van (ZBV) Military Trailer (Mil-Trailer) model. This Request For Information (RFI) addresses the efforts required to provide field service support, logistic support, technical support, maintenance and service support, parts support, delivery of required parts, and training services for up to thirty-five (35) systems located in-theater, Outside the Continental United States (OCONUS). The USMC estimates field support needs based on its current operations tempo will require approximately eight (8) Field Service Representatives (FSRs) over the course of a three (3) year ordering period. All FSRs identified for OCONUS deployment must be able to complete the U.S. Central Command (USCENTCOM) requirements per the USCENTCOM Individual Protection and Individual Unit Deployment Policy. This includes any modifications to the policy which may arise in the future. FSRs shall be capable of obtaining a National Agency Check with Inquiries Background Investigation that has been verified in the Joint Personnel Adjudication System or possess an active Secret Security Clearance. In addition, the USMC also does not own any Technical Data package (TDP) or any lower level Maintenance Manuals. Please see the attached DRAFT SOW for more detail. Interested sources are requested to submit questions or a capability statement outlining their ability to meet or exceed this potential requirement not to exceed 5 pages. Vendors interested in potential subcontracting opportunities are invited to respond. All interested sources shall identify their North American Industry Classification System (NAICS) code and small business status. Interested sources shall send all capability statements via email to lisa.burns@usmc.mil no later than April 18th, 2012. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, OR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED.
