This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The U.S. Coast Guard (USCG), Aviation Logistics Center (ALC) is performing market research to determine available sources with the capability to provide the following: Access to information on items in the US Federal Supply Catalog. This information should come from the Army, Navy, Air Force, Federal Logistics National Stock Number (NSN), and Master Cross Reference List as a cross reference database. The source should provide at a minimum (but not limited to) the following searchable fields for each item: Part Number NSN/NIIN Item Name (provide item names that are similar) Commercial and Government Entity (CAGE) data including CAGE code and contact information Vendor Name Federal Supply Code Item Name Code Product Item Description - both Keyword and specifications Source of Supply Reference Number Category Code Technical Characteristics - free form search Search results should be returned to the user in a user defined report generated in a variety of output formats. These formats should include at a minimum, but not limited to a spreadsheet style format or PDF format. Access to DoD Standards and specifications (MILITARY/FEDERAL SPECS) and commercial standards from developing organizations to include, but not limited to: AIA/NAS, ANSI, API, ASQ, ASME, ASTM, BSI, CSA, DIN, EIA (including ECA, JEDEC, GEIA, TIA), GM, IEC, ICEA, IEEE/IEL, IPC, ISA, ISO, NEMA, NFPA, SAE, UL. • Searching multiple field searching (document number, title, keywords, organization...) with results in relevance order. • Watch Lists/favorites for commonly used documents and alerts concerning updates to those items. • Subscription delivered via Internet, extranet, intranet, DVD, Web Services, XML, or PDF. • Installation and updating assistance for workstation and server environments, including access issues for Internet applications. • Onsite customer support and training for applications. • Online customer support, training, and online help. • Research assistance including questions related to document release status, revision level, cross-reference information, and history. • Method for individual purchase of standards not covered by subscription service. • Usage reports that provide information on documents used/downloaded and purchased. Please respond to the following questions: 1) Is your business a large or small business? 2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 4) Is your firm a certified "hub zone" firm? 5) Is your firm a woman-owned or operated business? 6) Is your firm a certified Service-Disabled Veteran-Owned? 7) Is your product listed on a GSA schedule? 8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? 9) If possible, any POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity website. Responses to this sources sought synopsis are not an adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
