Description
NOTICE OF CONTRACT ACTION (NOCA) - The Air Armament Center (AAC), Armament Munitions Directorate (EB), intends to issue a Request for Proposal (RFP) for the B61 Modification 12 Tailkit Assembly (B61-12 TKA) on or about April 27th, 2012. The objective of the B61-12 TKA program is to develop a tailkit as part of the B61 Life Extension Program (LEP) that will eventually enable consolidation of four previous B61 versions into a single warhead type; therefore, reducing logistical overhead requirements and the number of warhead types in the active/inactive/reserve stockpiles. The Government anticipates the award in the October 2012 timeframe of a Cost-Plus-Incentive-Fee (CPIF) contract for the Engineering and Manufacturing Development Phase 1 (EMD Phase 1). The contract award will include a CPIF priced option for EMD Phase 2, as well as two (2) Firm-Fixed-Price priced options for a B61-12 TKA Refurbishment Technical Data Package and Proposal Preparation for Production Lots 1 and 2. The production phase of the program is not included in the initial source selection. However, during source selection, offerors must provide production lot price goals for tailkits for Lots 1 and 2. Proposals are due (45) forty-five days after RFP release. Foreign participation in this acquisition is prohibited. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responding firms must have a secret level security clearance and must be export control certified in accordance with DoD 5230.25. A certification is required by U.S. contractors that wish to obtain access to unclassified technical data disclosing military critical technology with military or space application that is under the control of, or in the possession of the U. S. Department of Defense (DoD). Instructions for obtaining classified technical data required to respond to the solicitation will be provided with the RFP release. Export control certification may be obtained through the Defense Logistics Services Center (DLSC), Battle Creek, MI, 49017-3084, telephone 1-877-352-2255, website: http://www.dlis.dla.mil/jcp/documents.asp. This pre-solicitation notice neither constitutes a RFP or an Invitation for Bids (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The Air Armament Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer previously identified.
