Description
"Motor Coach Fire Safety Research" The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The DOT Motor Coach Safety Action Plan of 2009 and the Motor Coach Enhanced Safety Act of 2011 charge NHTSA to evaluate the feasibility of more-stringent flammability requirements for motorcoach materials, and regulations requiring installation of fire detection and protection systems. The overall objective of this effort is to develop and document repeatable vehicle level performance test procedures to assess the single and combined effects of fire attenuation (i.e., hardening), detection, and suppression in motorcoaches, and demonstrate the efficacy of these procedures to assess current and future fire safety technologies. The tests and criteria may be used by NHTSA to objectively measure and compare safety performance of vehicles equipped with the fire mitigation technologies to unequipped vehicles. The tests should be developed at the vehicle level when possible and component level when necessary, with detailed documentation to support this distinction. The Contractor shall furnish the necessary qualified personnel, facilities, materials, supplies, and equipment to develop test procedures to assess fire detection and suppression systems, and research to develop flammability requirements for exterior materials for motor coaches may also be proposed as an option under this contract. The contract will have a total possible performance period of five (5) years each. This includes a base period of one (1) year with four one (1) year option periods. The NAICS code is 541330. The solicitation DTNH22-12-R-00574 will be available for downloading from http://www.fedbizopps.gov/ on or about April 23, 2012. The anticipated award date for the resultant contracts is expected on or about August 11, 2012.
