Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors of the Project for the Conversion of the Boiler Rooms to Natural Gas, Replace Two Boiler Burners and Remove the Existing Underground Diesel Storage Tanks in Buildings 172 and 173 NAS I Sigonella, Sicily, Italy by means of by means of a firm-fixed-price construction contract. All contractors proposing on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The requirements will be procured utilizing Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 236220. The estimated price range is: ‚¬18,727 “74,900. The Contractor shall provide for each building 172 and 173 the items of work complete with all the related material and equipment listed as follows: 1.aSaw cut asphalt pavement, excavate and expose main Base gas distribution line. 1.bProvide new concrete manholes for gas connection; install new tee branches complete with all valves indicated on construction drawings attached. 1.cSaw cut asphalt/concrete area, excavate trench for new branch gas line to existing mechanical rooms. 1.dProvide new branch gas line, buried pipe to existing mechanical rooms. Provide sand bed to buried pipe, warning tape and polyethylene liner for minimum safety distance from utilities crossing or parallelism 1.eBackfill trench, compact, restore concrete and asphalt pavement to match the existing. 1.fProvide gas ramps outside of mechanical rooms as per most stringent Norms and Regulations. 1.gProvide exposed gas piping from new gas ramp up to new gas burners inside mechanical rooms. 1.hReplace two existing fuel boilers and burners with new natural gas feed system boilers and burners; replace boiler controller to match new burner requirements. Dispose properly all removed equipment off base in accordance with Norms and Regulatory Standards. 1.iProvide new burner gas ramps complete with new high water temperature positive action safety valve as per most stringent Norms and Regulations. 1.jConnect new burners to natural gas system. 1.kProvide and install new natural gas detecting sensors inside the boiler rooms; complete with new gas sensor controller; connect new natural gas detecting system to safety valves and connect new gas detecting system controller to the DDC system of the Base. 1.lCarefully remove and properly store the existing controllers which provide winter HVAC features. Re-utilize existing sensors and actuators. 1.mSaw cut wall and roof to provide new openings and vent complete with new vent grille and extractor roof fan to satisfy UNI Norms on natural gas safety requirements. 1.nDispose appropriately all waste material resulting from all items of work listed above off base in accordance with the most stringent Norms and Regulations. 1.oRemove the two existing underground diesel storage tanks at buildings 172, 173 complete with all surrounding contaminated soil resulting from excavation, complete with all existing manhole filling pits, all associated piping, accessories and manhole lids. Demolish and remove existing partially buried concrete trench and grilles housing existing fuel piping from existing underground diesel storage tank up to mechanical room at bldg 173. Empty partially remove where accessible and cap at both sides existing fuel piping from tank up to mechanical room at building 172. Dispose all material off base dispose off base in accordance with the most stringent Norms and Regulations. 1.pBackfill with new top soil and restore grassed area with new sod grass. 1.qTest and certify operability of new burners and new gas system in accordance with Italian law. 1.rProvide new equipment manuals and training to Public Work ™s Forces. The anticipated period of performance is 165 calendar days from the date of contract award. This period of performance includes all administrative submittals and procurement of materials. Contractor shall be mobilized within 45 days of the date of contract award. Offerors can download a copy of the solicitation, N33191-12-T-0013, when it becomes available on the EURONECO website. The solicitation is anticipated to be issued on 25 April 2012. Quotes are expected to be due by 14:00 Central European Time (CET) on 16 May 2012. All dates are tentative and are subject to change. A pre-quote conference and site visit will be indicated on the solicitation documents.
