Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors of the Project for the Elevated Water Tank Repairs at NAS 1 by means of a firm-fixed-price construction contract. All contractors proposing on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The requirements will be procured utilizing full and open competition under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. This will be a Best Value Source Selection using Low Price Technically Acceptable source selection procedures on the best value continuum. The North American Industry Classification System (NAICS) code is 237110. The estimated price range is: ‚¬74,900 - ‚¬149,800 The Contractor shall provide Perform modifications to the Domestic Water pump station and repairs to existing elevated steel water tank and tower by means of a firm fixed price construction contract. Modifications to the pump station include piping, valves and other components necessary to permit the water system to meet both domestic and fire supply needs when the elevated tank is off line. Repairs to the steel water tower and tank include repairs to existing girders and other steel components. Work will be divided into 4 phases. Phase 1 is construction of domestic water pump station modifications; Phase 2 is draining of elevated water tank; Phase 3 is repairs to existing elevated water tower and tank; and Phase 4 is filling of elevated water tank and restoration of domestic water system. Government Inspection and acceptance of work will occur between each phase and approval will be given prior to proceeding to the next phase. There will be up to a 5 working day delay between Phases 2 and 3 for the Government to perform an inspection of the inside of the elevated water tank. The anticipated period of performance is 225 calendar days from the date of contract award. This period of performance includes all administrative submittals and procurement of materials. Contractor shall be mobilized within 45 days of the date of contract award. Offerors can download a copy of the solicitation, N33191-12-R-0010, when it becomes available on the EURONECO website. The solicitation is expected for issuance on 25 April 2012. Proposals are expected to be due by 14:00 Central European Time (CET) on 25 May 2012. All dates are tentative and are subject to change. A pre-solicitation conference and site visit will be indicated on the solicitation documents.
