Advisory and Assistance Services - Geotechnical Engineering Experts THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. 1.0GENERAL INFORMATION 1.1 No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation is seeking sources with a high level of expertise in various scientific and academic fields to provide expert opinions, advice, and consultation (advisory and assistance services) to the Bureau of Reclamation's Technical Services Center and Dam Safety Program. 1.2 In accordance with FAR 37.203, The Bureau of Reclamation is requesting the information on the availability of various experts to: Obtain outside points of view to avoid too limited judgment on critical issues;Obtain advice regarding developments in industry, university, or foundation research;Obtain the opinions, special knowledge, or skills of noted experts;Enhance the understanding of, and develop alternative solutions to, complex issues;Support and improve the operation of organizations; orEnsure the more efficient or effective operation of managerial or hardware systems.2.0Experts 2.1Geotechnical Engineering Experts 2.1.1 Scope of Work. Provide Advisory and Assistance Services as pertain to Material Properties Expertise (concrete, soil, steel) for technical services to the Security, Safety, and Law Enforcement Group and the Technical Service Center (TSC), Denver, CO. 2.1.2 Description of Expertise. The TSC requires the opinions, special knowledge and skills of a Noted Expert in the field of materials engineering. The expertise required for the consultant is critical due the complexity associated with analysis of embankment and concrete dams. The Noted Expert Shall provide outside points of view to expand Reclamation's judgment on critical issues, enhance the understanding of and develop alternative solutions to complex issues and support and improve the operations of the TSC. 2.1.3 Qualifications. To be considered as a Noted Expert, the candidate shall: - Be specially qualified by a doctoral degree in Geological or Geotechnical or Civil Engineering. - Possess knowledge of slope stability analysis, stresses and movements of earth masses, soil-structure interaction, and seepage analysis applications that exceeds other professionals in the industry. Applications include:oEmbankment damsoThe appurtenant structures associated with dams, such as outlet works, spillways, etc.oSignificant structures used in the conveyance of water such as tunnels, canals, siphons and similar structures. - Be recognized as an expert in the slope stability analysis, soil-structure interaction, strength and deformation properties of soils, seepage analysis, geotechnical seismic analyses and risk analyses fields, by competent persons in these fields as an authority with competence and skill to identify methods and strategies to solve the most difficult analyses. - Have extensive practical and successful experience on soil stability, soil-structure interaction, seepage analysis, geotechnical seismic analyses, and mitigation projects, particularly as they relate to embankment dams. Breadth of expertise in these fields must be sufficient in time and number of projects to have covered the variety and a diversity of types of work and geologic settings. - Have participated in review boards as a slope stability, seepage, soil-structure interaction, geotechnical seismic analyses, and/or risk analyses expert for construction or modification of high-significance dams. - Possess extensive knowledge of large earthen and concrete dams and the construction thereof. - Have extensive field (hands-on) experience with large geotechnical projects. - The Expert shall have extensive experience in geologic investigations of dam sites for the design and implementation of mitigation for slope stability, soil-structure interaction, seepage, and geotechnical seismic problems. - Have in-depth knowledge of analysis methods and programs used for a slope stability and embankment deformation including limit equilibrium and finite element analyses for both static and seismic loadings. - Have in-depth knowledge of analysis methods and programs used for a soil-structure interaction problem including linear and non-linear finite element analysis for both static and seismic loadings. - Have in-depth knowledge of analysis methods and programs used for a seepage problem. - Have extensive knowledge of features associated with dams that may impact soil-structure analyses, such as tunnels, shafts, adits, gate chambers, etc. - Have extensive knowledge in designing mitigation measures for slope stability, soil-structure interaction, and seepage problems, as well as critically reviewing such designs provided by other parties. - Have 20 years of academic and research experience specifically related to the previously mentioned areas of expertise. - Have experience in serving on consulting review boards for embankment dam's projects. - Be familiar with Reclamation's risk-based approach to decision making and independent review process. - Be able to review Reclamation's risk analyses that support dam modification decisions and form responses and comments with the risk guidelines. 3.0 INFORMATION REQUESTED: Responses to this notice should include the experts' (or organization's) full name (the name of a point-of-contact if an organization response), mailing address, e-mail address, and telephone number. Both individuals and firms are invited to demonstrate their capabilities by providing the responses to the following: 1) Provide a Statement of Capability (SOC) describing your capability to provide the services above described above to include: a.Information describing your experience in the field(s) that qualifies you as an expert given the requirements stated above. b.Resume c.Bibliography of publications (if applicable) 3.1 The Bureau of Reclamation is conducting a market survey to seek potential sources from qualified experts. Individuals and companies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov. Responses will be compiled and shared with the advisory committee and responses to the request(s) will not be returned. The subject line of the email shall be "Request for Information for Technical Experts - Consequences Expert". Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Paul Pierson at ppierson@usbr.gov, no later than close of business, 4:00 pm MST, April 20, 2012.
