Advisory and Assistance Services - Consequences Expert THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. 1.0GENERAL INFORMATION 1.1 No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's overall procurement strategy. The Bureau of Reclamation is seeking sources with a high level of expertise in various scientific and academic fields to provide expert opinions, advice, and consultation (advisory and assistance services) to the Bureau of Reclamation's Technical Services Center and Dam Safety Program. 1.2 In accordance with FAR 37.203, The Bureau of Reclamation is requesting the information on the availability of various experts to: Obtain outside points of view to avoid too limited judgment on critical issues;Obtain advice regarding developments in industry, university, or foundation research;Obtain the opinions, special knowledge, or skills of noted experts;Enhance the understanding of, and develop alternative solutions to, complex issues;Support and improve the operation of organizations; orEnsure the more efficient or effective operation of managerial or hardware systems.2.0Experts 2.1Consequences Expert 2.1.1Scope of Work. Provide Advisory and Assistance Services as pertain to consequences estimating (specifically life loss) due to flooding, tsunamis, dam breach for technical services to the Dam Safety Group at the Technical Service Center (TSC), Denver, CO. 2.1.2 Description of Expertise. The TSC requires the opinions, special knowledge and skills of a Noted Expert in the field of consequences estimating. The expertise required for the consequences consultant is critical due the complexity associated with estimating life loss for the breach of high hazard embankment and concrete dams. The Noted Expert Shall provide outside points of view to expand Reclamation's judgment on critical issues, enhance the understanding of and develop alternative solutions to complex issues and support and improve the operations of the TSC. 2.1.3Qualifications. To be considered as a Noted Expert, the consultant shall have the following qualifications: PhD and/or post-doctoral level research experience related to the development of methods for estimating fatalities due to flood events. Required specialization includes the conduction of research and investigation into historic events and the application of statistical methods to develop regressions, trends and other information which can be used to predict fatalities for similar events. A PhD in civil engineering is required, with emphasis on estimation of flood fatalities, hydraulic analysis, statistical methods, and flood risk management. The following is a list of specific requirements: - Experience and familiarity with the Bureau of Reclamation's DSO-99-06 method for predicting life loss from dam failure - Experience and familiarity with the Life Safety Model - Familiarity with historic flood events resulting in fatalities including: Hurricane Katrina, the North Sea Flood of 1953, and historic dam failure cases resulting in fatalities with emphasis on events which have occurred since 1999. - Experience with hydraulic modeling and applications to flood inundation analysis for both one-dimensional and two-dimensional applications - Experience with the assessment of damage and estimation of loss of life due to disasters: Analysis of structural building damage; Evaluation of economic damage; Analysis of loss of life, including effects of evacuation and shelter and potential for measures. - Experience with assessing risk quantification: Different measures of risk, related to economic damage and loss of life (individual and societal risk) - Experience with risk evaluation and decision analysis, including optimization, cost benefit analysis and evaluation of effectiveness of measures. - Experience developing flood risk and disaster management strategies: balancing strategies for risk reduction (prevention and mitigation); Adaptation to effects climate change. 3.0 INFORMATION REQUESTED: Responses to this notice should include the experts' (or organization's) full name (the name of a point-of-contact if an organization response), mailing address, e-mail address, and telephone number. Both individuals and firms are invited to demonstrate their capabilities by providing the responses to the following: 1)Provide a Statement of Capability (SOC) describing your capability to provide the services above described above to include: a. Information describing your experience in the field(s) that qualifies you as an expert given the requirements stated above. b.Resume c.Bibliography of publications (if applicable) 3.1The Bureau of Reclamation is conducting a market survey to seek potential sources from qualified experts. Individuals and companies qualified to do business with the United States shall be registered in the Central Contractor Registration (CCR) at https://www.ccr.gov/ and not be on the Excluded Parties List System (debarred list) at https://www.epls.gov. Responses will be compiled and shared with the advisory committee and responses to the request(s) will not be returned. The subject line of the email shall be "Request for Information for Technical Experts - Consequences Expert". Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Paul Pierson at ppierson@usbr.gov, no later than close of business, 4:00 pm MST, April 20, 2012. Submit your questions, if any, by April 13, 2012. Telephone inquiries will not be accepted, all questions in response to this RFI shall be submitted in writing via e-mail; late submissions will not be answered after the due date.
