- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-1(b) -- Soliciting From A Single Source and FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command-Aberdeen Proving Ground, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has the following requirement: 1 Lot Upgrade of the Government owned FIRST HyperSpectral Imaging System built in 2004. This is a ONE TIME BUY which entails services to update hardware and software in the equipment to current commercial configuration. The upgrades will be performed in Canada by the manufacturer - TELOPS.. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed Price sole source contract to: Rice Camera Technologies; 1700 Bridge Street Suite 105, Billerica, MA 01821-1029. Rice Camera Technologies is the only source which has licensing agreements with the manufacturer- Telops- to handle the Hyperspectral Imaging System. The associated North America Industry Classification System (NAICS) Code is 541990 and the Business Size Standard is $7MIL. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated below. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government in future procurements. Responses must be received no later than 12:00 PM Eastern Time, April 17, 2012. Responses must be submitted to SFC Saint T. Numa via email to saint.numa@us.army.mil.
