- The National Park Service, Department of the Interior, is soliciting proposals from construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Word, HTML, and/or Adobe PDF. Specifications will be available in Adobe PDF format; drawings will be PDF format. Offeors wishing to receive electronic notification for changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. NAICS Code: 238990 All Other Speciality Trade Contractors Size Standard: $14 Million Project Location: This project is located at San Antonio Missions, San Antonio, Texas. Location and Facilities: Mission Concepcion is located at 807 Mission Road, San Antonio, Texas 78210. Mission Concepcion is a Spanish Colonial period stone structure, constructed in the early 1700s. The Mission is a National Historical Landmark and is part of the Park's World Heritage Site nomination. The Mission can be accessed via Mission Road from West Mitchell Street by exiting South on Probandt Street from Interstate Highway 10/U.S. Route 90 and turning left at West Mitchell Street. Description: The work of this contract consists of all labor, material, equipment and incidentals for the base bid Line Item 1 through 5. Line item 1: Analyze, document, and recommend and prioritize repairs to the plaster wall coverings (Frescoes) in the Mission Concepcion Convento Library and adjoining Hallway (Cloister). Line Item 2: Analyze, document, and recommend and prioritize repairs to the plaster wall coverings (Frescoes) in the stairwell and landing leading to the Father President's Office (Infirmary). Line Item 3: Repair and repoint exterior walls, including landing wall caps and buttresses, of stairwell and landing leading to the Father President's Office. Line Item 4: Accomplish critical repairs to the Convento Library and adjoining Hallway. Line Item 5: Accomplish critical repairs in the stairwell and landing leading to the Father President's Office. A detailed description of the work and the execution of that work can be found in the scope of work. All work shall be accomplished under the supervision of an experienced conservator and according to the Scope of Work, and the National Park Service's contractual requirements. The conservator shall be named and their experience detailed as part of the Contractor's bid package. Traditional masonry work, i.e., exterior repointing, shall be accomplished by a licensed contractor. Work shall comply with all applicable codes and regulations of authorities having jurisdiction, i.e., the City of San Antonio and the State of Texas, with copies of inspection reports, notices and similar communications provided to the National Park Service. The Contractor is responsible for determining the need for and obtaining all necessary permits. The Contractor shall notify the Contracting Officer (CO) or Contracting Officer's Representative (COR) of any varying/differing site conditions, and shall not remove or alter any structural components without prior written approval from the CO or COR. The Secretary of Interior's Standards for the Treatment of Historic Properties (view at http://www.nps.gov/history/hps/tps/standguide/) applies to this procurement and should be reviewed by bidders before submitting their proposals. Type of Acquisition: A firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability, past performance and price to determine the best value (trade-off process) to the government. The government reserves the right to award without discussions. Construction Price Range for this project is estimated to be between $250,000 to $500.000.
