Description
Synopsis This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various security integration vendors who: •· Possess Software House Enterprise-Level C-Cure Certification •· Maintain a physical presence within 60 miles of downtown Washington, DC to enable both people and storage of the necessary parts and equipment to respond to the required response times within the one year warranty period. •· Can provide both a TS/SCI cleared programmer and a facility clearance (or sponsor for their TS/SCI employee). No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will NOT be notified of the results of this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requested. Description/Scope of Work: The U.S. General Services Administration has a tenant who intends to occupy four floors of a Federal Office Building, which is currently being modernized. The end user occupants have physical security requirements for Close Circuit Television (CCTV), Access Control and Intrusion Detection that go beyond the basic building security provided by General Services Administration (GSA) and Department of Homeland Security (DHS). The estimated construction cost range is between $1,000,000.00 and $2,000,000.00. All work shall be performed in accordance with the GSA's authorized and approved standards found in 2010 Facilities Standards for the Public Building Service (P-100). The Vendor will provide labor and materials to furnish, install, test and commission equipment for a security management system to include command, control & communications equipment, CCTV an access control system, an intercom system, an intrusion detections system, a public address system, a personal duress system, and conduit, cabling, and infrastructure. A significant condition is the secure nature of the information contained in the design and bid documents, which will require unusual handling. All information will be hand-transmitted (by hard copy only) to a specific vendor representative who will be required to complete a non-disclosure agreements. The North America Industry Classification System Code (NAICS) is 561621, which includes the services listed above. Interested PRIME CONTRACTORS are invited to submit a capabilities statement/narrative demonstrating the firm's experience on projects of a similar nature as described above. The submittal shall be no longer than eight (8) pages and shall include the following information: •1. Company name, address, point of contact with verifiably correct telephone number and email address. •2. Proof of Enterprise-Level, C-Cure Certification from Software House. •3. Company business size, including any official teaming arrangements as a partnership or joint venture. Company documentation shall include verifying status (if any) as a certified 8(a) small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone HUB zone small business, service disabled veteran owned small business, or veteran owned small business. •4. Details of two (2) similar projects completed within the last five (5) years that are relevant to the work that will be required under this project. Firms must include the following information for each of the two (2) similar projects. •a. State whether the firm acted as the Prime Contractor or Subcontractor. •b. Dates for the two (2) projects. •c. All projects shall demonstrate the installation of equipment, cabling, and other electronics for at least four of the eight systems described above. •d. Project references (including owner with telephone number and e-mail address). •e. Project cost, term, and complexity of job. •5. Information on the firm's bonding capability - SPECIFICALLY IDENTIFY SINGLE AND AGGREGATE BONDING CAPACITIES. NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. Failure to submit all information requested will result in a contractor not being considered as an interested concern.
