- Description
- Eglin Air Force Base, Florida, intends to solicit and award a requirement for Base-Level Software Support (BLSS). Contractor tasks include, but not limited to, provide software support to meet customer requirements in accordance with the Statement of Work. These services include duties required for the purchase of commercial off-the-shelf (COTS) software, software maintenance, or bundled maintenance. Other related services include filing purchase and license information, database operations, report generation, and general support to address software, documentation, and licensing issues. The contractor shall track and distribute vendor documentation, software updates, and licenses for all customers. The contractor shall provide all materials, information, and labor associated with these functions. Support shall be provided directly to the customers and will be divided into two areas of importance: 1) Acquire Licenses, Software Maintenance, or Bundled Maintenance, and 2) Database Maintenance, License Monitoring, and Reporting. This acquisition will be a total Small Business, Competitive 8(a) Set-Aside. The North American Industry Classification System (NAICS) is 541519 and the small business size standard is $25 million. All certified 8(a) small business contractors are encouraged to participate. This acquisition will utilize the Trade-Off Source Selection Process in accordance with FAR Part 15, Contracting by Negotiation, and DoD Source Selection Procedures. Commercial practices will not be utilized in this procurement. Period of performance is expected to be from 01 August 2012 through 31 July 2013, with four (4) additional one-year Options. The Government reserves the right not to exercise the Options. Any resulting contract shall be Firm-Fixed-Price with a Cost Reimbursable Contract Line Item Number (CLIN). The following is the anticipated CLIN structure of the basic requirement, without subsequent Option Years 1-4 CLINs: CLIN 0001: Software Support Services. This is a Firm Fixed Priced Line Item. The contractor shall provide all labor necessary to manage software support services in accordance with Statement of Work. CLIN 0002: Software and Licenses Reimbursement. This is a Cost-Reimbursable (No-Fee) Line Item. The contractor shall procure software, software licenses, and bundled maintenance IAW SOW. All indirect costs or fee associated with this CLIN shall be associated with and included in CLIN 0003. Offerors must meet the responsibility of FAR 9.104-1(a) in regards to having, or the ability to obtain, adequate financial resources to cover the average monthly amount of $460K, up to $1.1M, in software reimbursable expenditures. CLIN 0003: Software Reimbursement Transaction Fixed Fee. This is a Firm Fixed Priced Line Item. This CLIN provides for contractor's fee for each transaction as required under CLIN 0002. The contractor shall invoice the Government a flat fixed fee amount (dollar value, not percentage value) on a per transaction basis based on the total transaction value. CLIN 0004: Data - Contract Data Requirements Lists (CDRLs). This is a Not Separately Priced (NSP) Line Item. The contractor shall provide data requirements and CDRLs in accordance with Statement of Work. Potential offerors should note that a site visit will not be held for this requirement. An approved accounting system is required for contract award due to this acquisition having cost reimbursement CLIN and Option CLINs. According to FAR 16.301-3(a)(3) a cost-reimbursement contract may be used only when the contractor's accounting system is adequate for determining costs applicable to the contract. Accounting system adequacy is determined based on an accounting system review and audit, which is performed by Defense Contract Audit Agency (DCAA). For this solicitation the contractor must have in place an accounting system that is adequate for accumulating costs under a cost-reimbursement type contract in order to be eligible to receive a contract award. It is the offeror's responsibility to have in place an adequate accounting system. The offeror will need to provide evidence of accounting system adequacy (a DCAA letter or e-mail) within their proposal, if the offeror has such evidence. Offerors do not have to be previously participated in the DCAA accounting system review and audit process, but will need to be done with it by the time of contract award in order to be eligible for award. Prospective offerors must be registered on the Central Contractor Registration (CCR) website.
