LISC OM&S PPP Site Visit Registration Form LISC OM&S PPP Site Visit DRAFT Agenda OO-ALC / SMC LISC OM&S PPP Site Visit Purpose: The Ogden Air Logistics Center (OO-ALC), Hill Air Force Base, Utah, in conjunction with the Space and Missile Systems Center (SMC), Spacelift Range and Network Systems Division (SMC/RN), Los Angeles Air Force Base, California, intends to host a Launch and Test Range System (LTRS) Integrated Support Contract (LISC) Operations, Maintenance, and Sustainment (OM&S) Public-Private Partnering (PPP) Site Visit on 23-24 April 2012 at Hill Air Force Base, Ogden, Utah. The purpose of the LISC OM&S PPP Site Visit is to provide information about the capabilities offered by OO-ALC in support of the contemplated LISC OM&S scope of effort, pursuant to 10 U.S.C. 2466, Limitations on the Performance of Depot-Level Maintenance of Materiel. The LISC OM&S PPP Site Visit is open to potential prime Offerors to the contemplated LISC OM&S contract (and their designated team members) only and will include a series of capability briefings and tours of the OO-ALC facilities on 23 April 2012, as well as one-on-one sessions on 24 April 2012. The briefings / tours are expected to be held from 0730 to 1545 on 23 April. A draft agenda is attached to this announcement. One-on-one sessions will begin on the morning of 24 April and will each last 45 minutes. Such sessions will be considered proprietary and will be conducted in a confidential environment. OO-ALC and SMC/RN look forward to engaging industry on the LISC PPP initiative in this forum. Registration: All parties intending to participate must complete the attached Registration Form and submit the Form to the Primary and Alternate Points of Contact via email no later than 17 April 2012. Upon registration, participants will be provided local area maps and information, as well as a final agenda when such becomes available. Access to Hill Air Force Base is restricted. Attendees must be United States citizens or legal residents. In addition, attendees must present current photo identification information matching the information submitted via the Registration Form to gain entry into the event. Participants are restricted to no more than four attendees at the briefings / tours on 23 April and four attendees at the one-on-one sessions on 24 April; such attendees need not be the same on each date. This is an UNCLASSIFIED event; no clearances are required. Coordinate and schedule one-on-one sessions via email with the Primary and Alternate Points of Contact no later than 17 April 2012. Background: In partnership with the 30th and 45th Space Wings, SMC/RN is contemplating a long-term, follow-on acquisition that would consolidate the existing Spacelift Range System Contract (SLRS) contract, the Western Range Operations Communications and Information (WROCI) contract, and the Eastern Range Technical Services (ERTS) contract into two enterprise-focused contracts - LISC OM&S and LISC Operations Support. This Site Visit is focused on the LISC OM&S effort. A DRAFT Request for Proposal was released by SMC on 16 December 2011. NAICS Code / Small Business Consideration: The NAICS Code for the LISC OM&S requirements is 541330 - Engineering Services, with a small business size standard of $35.5 million. The Product Service Code for this scope is R425 - Engineering and Technical Services. Participation from qualified small businesses and small disadvantaged businesses is highly encouraged. The small business point of contact is Mr Willard Strozier at 310-653-1108. Declaration: This event is for information only and does not constitute a Request for Proposal. The Air Force will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. In addition, non-participants will not be excluded from submitting a proposal in response to a Request for Proposal.
