- This Request for Information seeks to gather industry input to determine contract type. All interested parties are invited to provide comments and questions via the attached Interested Party Questionnaire. Responses may be sent by email not later than 16 April 2012 to Contract Specialist, Rick Van De Linde at richard.vandelinde.civ@mail.mil and the Contracting Officer, Roberto Gotay, at Roberto.gotaygarcia.civ@mail.mil. Specific questions to industry are: 1. What areas of this requirement are suitable for a firm fixed pricing (FFP) rate? 2. What is the best method to FFP this requirement? (e.g., by type of repair, type of appliance, or some other method?) 3. Reference to question 2, identify what type of repairs, appliance, or other method can be FFP and why, or why not. 4. Reference to question 2 and 3, please explain your recommendation. 5. Do any potential offerors have resources in place to meet this requirement, or is this requirement so specialized that it will require additional workforce? 6. What time frame is necessary, from date of award, to reach full performance? 7. What, if any, pricing structure is more appropriate? This is the third notice for this acquisition. A pre-solicitation was posted on 31 January through 25 February 2012. This procurement was originally synopsized on June 6, 2011 under number W912CM-11-R-0021, which is no longer active, but can be viewed at https://www.fbo.gov/notices/5ffc01b564ff2b736aa62dcaf0359f48. Accordingly, this Request for Information provides the Questions and Answers to the initial pre-solicitation, the modified and updated DRAFT solicitation, and supporting documents. The TCC intends to procure a performance-based, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity type contract for Domestic Appliance Repair for the Army Family Housing, Unaccompanied Soldier Housing and Moral, Welfare and Recreation Programs throughout Europe, to include Germany, Italy, Belgium, and the Netherlands. These services include on-site repair services for domestic appliances at Government personnel residences within the U.S. military community area in Europe. The contractor shall provide all necessary management, personnel, supervision, tools, and vehicles to perform these services. Specific areas are as follows: Grafenw hr Area: includes Ansbach, Bamberg, Garmisch, Grafenw hr, Hohenfels and Schweinfurt. Heidelberg Area: includes Baumholder, Kaiserslautern, Heidelberg, Mannheim and Wiesbaden. Stuttgart Area: includes Stuttgart. BENELUX Area: includes Chievres and Brussels, Belgium; Schinnen, Netherlands; and Geilenkirchen, Germany. Italy Area: includes Vicenza and Livorno. The intended contract(s) will have one (1) year period of performance, with two (2) option years. Evaluation and award of a contract(s) will be made by each area. An offeror need not provide an offer for each area. Multiple awards are anticipated for this requirement. The acquisition will be solicited under full and open competition. A solicitation will be posted to the Army Single Face to Industry (ASFI) and Federal Business Opportunities website (FedBizOpps).
