- NOTICE OF INTENT TO SOLE SOURCE - This procurement action is being conducted under FAR 6.302-1 with the authority of 10 U.S.C. 2304(c)(1), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The U.S. Army Corps of Engineers, Transatlantic Division Middle East District, Contracting Office intends to award a contract modification to extend the performance period under contract W912ER-10-C-0042 for an estimated period of six months under the authority of FAR 52.217-8 and increase the contract value by an estimated $644,648.00. This contract provides electrical inspections and repair services at various locations throughout Iraq. More specifically, those services include assessing construction, plans, technical information, programs, including electrical related subject matter, by the United States Government (USG) personnel, contractor or other part associated with USG operations, facilities or reconstruction activities or structure in Iraq. Assessments resulting in the need to repair electrical deficiencies not covered under other contracts may require repairs under this program. The current contract was awarded to Versar, Inc, 6850 Versar Center, Suite 1, Springfield, Virginia. This contract expires on 3 June 2012. The performance period for the additional support services is estimated to be for a period of six months, from 04 June 2012 through 3 December 2012. All services performed under this contract will continue to be performed in Iraq. This notice of intent is not a request for competitive quotes, however, all information received by 24 April 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested firms must respond by 24 April 2012, 5:00 p.m. Eastern Time, by e-mail to Melody Ciulo and Kathy J. Perry, whose e-mail addresses are melody.ciulo@usace.army.mil and kathy.j.perry@usace.army.mil. The e-mail subject line shall state: W912ER-10-C-0042 Notice of Intent to Sole Source. The following information shall be included in the response: 1) capabilities statement; 2) documentation that shows the firm's ability to provide the required services in Iraq, to include certification or evidence of your company's authorization to operate and deliver the required services in Iraq under all laws, edicts, and regulations in effect for that country as of the date of your response. The U.S. Army Corps of Engineers, Middle East District, will not reimburse for any costs connected with providing the information requested in this Notice of Intent to Sole Source.
