Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is HSHQDC-12-Q-00106 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-57. The associated North American Industrial Classification System (NAICS) code for this procurement is 531120 with a small business size standard of $7.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-04-16 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The DHS Office of Procurement Operations requires the following items, Meet or Exceed, to the following: LI 001, General Session area for two days, minimum 18,300 sq ft, classroom style seating for 600 people (2 people per 6 ft tables) with: Main riser (skirted) for speakers with podium, stairs, safety rails and handicap ramp; panelist table with chairs; press tables with chairs; and a dedicated venue staff member. The Summit must be held concurrently with the 2012 Chemical Sector Security Expo which will be in a separate room and on the same floor., 1, EA; LI 002, Breakout rooms for one afternoon, minimum 8,800 sq ft each, classroom style seating for 200 people each, 2, EA; LI 003, Breakout rooms for one afternoon, minimum 4,500 sq ft each, classroom style seating for 150 people each and all four rooms with: Main riser (skirted) for speakers with podium and stairs; panelist table with chairs; press tables with chairs; and a dedicated venue staff member. Can use the General Session area for two of these meetings if the room can be converted to the breakout specification within one hour., 2, EA; LI 004, Working Group Meeting Rooms for one afternoon, minimum 1090 sq ft, banquet style seating for 30 people each and (3) easels., 3, EA; LI 005, Staff Office on the same floor as the General Session room for three days, minimum 570 sq ft with boardroom style seating for 10 people with: Wireless internet access; (1) Dedicated analog telephone line with unlimited local dialing and incoming calls and domestic long-distance; (1) Computer with internet and connection to a black and white network capable laser printer; (6) Two-way radios; (20) Easels; (1) Large wastebasket; (2) 15 ft Extension cords; (2) Multi-power strips; and (10) Keys for office., 1, EA; LI 006, Speaker Ready Room for two days, minimum 780 sq ft, rounds of 10 for 30 people with: Wireless internet access; (1) Dedicated analog telephone line with unlimited local dialing and incoming calls and domestic long-distance; (1) Speaker phone with domestic long-distance; (1) Speaker timer; (1) Large wastebasket; (2) 15 ft Extension cords; (2) Multi-power strips; and (10) Keys for office., 1, EA; LI 007, Main Registration Area on the same floor as the General Session for three days, (12) Tables (6 ft skirted and square) and chairs for 6 people with: Wireless internet access, (2) Small wastebaskets; (2) 15 ft Extension cords; and (2) Multi-power strips., 1, EA; LI 008, Help desk for two days, (2) Tables (6 ft skirted and square) and chairs for 2 people on the same floor as the (2) smaller Breakout Sessions., 1, EA; LI 009, Quadruple (4) Screen Ballroom LCD Package for General Session, Single Screen Ballroom LCD Package for Breakout Sessions, Ballroom Audio Package for General Session, Ballroom Audio Package for Breakout Sessions, Cart for LCD Projector, Green Laser Pointer, Speaker Timer, Perfect Cue (wireless mouse), 4 x 1 Scaling Video Switcher, Ballroom Video Switching Package, 52" HD LED Monitor, Video Cable Lot, Lighting Cable Lot, 16' x 13' Velour Drape, Black (price per ft.), 2-Way Radio (one-time charge), B&W Network Capable Laser Printer (one-time charge), Computer with internet and connection to the Laser Printer (one-time charge), 6 Output RGBHV DA, 4 Output RGBHV DA, Flown FOH Stage Wash, LED Uplight Package (10 Fixtures), Audio Press Box 24-Out, AV Labor, Rigging and Electrical., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Office of Procurement Operations intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Office of Procurement Operations is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
