- Solicitation Number:A12PS00817Notice Type: Special Notice Synopsis: This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to The Trustees of Dartmouth College, Tuck School of Business, housed at the Dartmouth College in Hanover, New Hampshire. This purchase is for training to assist Native Nations in strengthening tribal sovereignty and improving social and economic conditions on their lands by accelerating capacity for self-determined social and economic development. The Harvard Project/Native Nations Institute has considerable experience in offering such programs and has an abundance of knowledge and expertise in working with Native Americans. The contemplated award will be approximately $129,000. Statement of WorkTraining to accelerate the development of Native American owned entrepreneurial business. 1. Introduction. Tribal reservations are some of the most isolated and economically depressed areas of the country. Reservations are plagued with high unemployment, limited educational opportunities, poor infrastructure, and high rates of crime and substance abuse. The overall goal is to increase business development on Indian lands in order to assist economically distressed communities. The Office of Indian Energy and Economic Development (IEED) has an agenda that includes assisting Native Americans to create an ownership society in which wealth is created, retained, and reinvested in the local economies to provide self-sufficiency and sustainable revenue streams. To assist in this endeavor, IEED will be developing a partnership with an academic institution of higher learning to assist Indian tribes and individual tribal members to develop and foster conditions under which sustained, self-determined social and economic development is achieved among American Indian nations. The institution will bring world-class research and teaching to bear on the challenges of contemporary Native Nations and leaders for the purpose of enhancing the ability of officials and others to advance the well-being of those Native Nations through sound management, government and policy. 2. Proposed Technical Work. The academic institution will conduct: a. an intensive three-day executive program to provide participants with a detailed understanding of how to create a high performing business enterprise. b. special focus programs developed for special needs (such as managerial negotiations, e-business, customer-focused business, etc.).In addition, DOI would establish a recognition program with the Business School to provide participants with a certificate from the school acknowledging successful completion of the program. Tentative Dates for Sessions:Salt Lake City May 22-24, 2012San Diego, CA June 26-28, 2012New Orleans, LA August 14-16, 2012The Tuck School has as part of its mission to provide positive educational experiences to Native Americans. Dartmouth College's Royal Charter in 1769 explicitly charged the college with the responsibility to educate Native Americans and this remains an educational priority. The Tuck School ran its first minority business program in 1980 and has steadily expanded its offerings. Today, Tuck manages a network of over 3,500 alumni and has offered courses all over the country. This notice of intent is not a request for competitive proposals, however, all responses received within five business days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to the Tuck School of Business at Dartmouth College.
