- The Government intends to set-aside this requirement to a small business entity in accordance with FAR 19.502-2(a). The North American Industry Classification System (NAICS) Code for this requirement is 511210 (Software Publishers) with a size standard of 25 million. This procurement will be awarded using the Simplified Acquisition Procedures outlined in FAR part 13. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando is requesting quotes for the following items as brand-name or equal: CLIN 1001: Klocwork Individual Insight (KLOC-100-P) software User Licenses (quantity: 30-licenses) CLIN 1002: Klocwork Annual Maintenance & Support (KLOC-500) for the user licenses (quantity: 30) To be considered for award, quotations submitted as an equal product, including œequal products of the brand name manufacturer, must meet the following criteria and FAR 52.211-6: 1. Ability to evaluate C++ and Java programming languages 2. Code analysis results available via a web interface, which allows sorting by any category and ability to view the code where the problem lies. 3. Analysis results provide guidance on how to resolve the issue, along with a link to the standard being evaluated. 4. Ability to analyze code for the following standards: Common Weakness Enumeration (CWE), CERT Secure Coding, Software Assurance Metrics and Tool Evaluation (SAMATE), Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs), and Open Web Application Security Project (OWASP). 5. Ability to review an unlimited number of lines of code. 6. Ability to evaluate code as it is being developed. 7. Ability to evaluate code during the build process. The evaluation and award for this RFQ is streamlined and conducted pursuant to FAR 12.602, FAR 13.106-2, and Subpart 13.5 on Firm-Fixed Price basis. Under these FAR provisions, the government is not required to use the formal source selection procedures of FAR subpart 15.3. Accordingly, this quote evaluation and award is not being conducted using the formal source selection procedures of FAR subpart 15.3. Instead, quotes will be evaluated based on the lowest price technically acceptable.
