- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Equipment SUBJECT: Impedance Measurement and Analysis Equipment SOLICITATION NUMBER: NB684050-12-02520 RESPONSE DATE: April 23, 2012 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Stanford Research Systems (SRS) for the purchase of impedance measurement and analysis equipment under other than full and open competition by the authority of FAR subpart 13.106(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The NIST Farad and Impedance Metrology (FIM) Project presently uses SR850 and DS360 instruments, manufactured by SRS, in several measurement systems. Control software for these instruments has already been developed by NIST and error analyses have already been undertaken for determination of uncertainty budgets for the systems employing these instruments. Purchasing similar instruments from other manufacturers would require months of work for several staff members for the programming of the instruments and additional months of work to carry out the error analysis to produce uncertainty budgets. The initiative driving the need for these instruments commissions FIM Project to modernize the impedance measurement systems and so the additional instruments (SR650, SG386, SR1, SIM900, CIS300, and PPM100) will be integrated with the SR850 and DS360 instruments of projects other systems to produce the developmental tools and components for the new NIST Calculable Capacitor, which is presently under development. Using Stanford Research Systems, the same manufacturer, will save months of labor in the integration of these instruments into the control programs governing our complex system. The items below will be used to support the modernization of the NIST impedance measurement systems, including the new NIST Calculable Capacitor, audio frequency capacitance and inductance measurement systems, and inductive voltage divider measurement system. These components will provide the capability to generate, detect, evaluate, and troubleshoot some of the electrical and mechanical processes used with these NIST measurement systems. Therefore, because the necessary equipment is only available at the SRS, NIST intends to negotiate with the SRS on a sole source basis for the following: 3 x SR850 DSP Dual Phase Lock-In Amplifier 3 x DS360 Low Distortion Function Generator 1 x SR650 Programmable Filter 1 x SG386/01/02/02 RF Signal Generator 1 x SR1/123 Audio Analyzer 1 x SIM900/1 Mainframe Instrumentation Module 5 x SIM960 Analog PID Controller 1 x CIS300/2 Closed Ion Source Gas Analyzer 1 x Turbomolecular pump and diaphragm pump 1 x PPM100 Partial Pressure Monitor for RGA SRS is the only source that offers Impedance Measurement and Analysis Equipment that meets all of NIST's requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (Eastern) on April 23, 2012. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
