Description
This Request for Proposal (RFP) VA786A-12-R-0005 is restricted as a 100% set-aside for Service Disabled Veterans Owned Small Business (SDVOSB). This RFP will be issued to obtain contractor qualifications for which a contract, by means of negotiated firm fixed-price will be awarded. A contract will be awarded to the Lowest Price, Technically Acceptable Offeror in accordance with the Federal Acquisition Regulation (FAR) Parts 15 and 36. The Department of Veterans Affairs (VA), National Cemetery Administration is soliciting proposals under RFP VA786A-12-R-0005 for the following: Provide all labor, materials, tools, equipment, supervision and design-build services necessary for design and construction of 2,000 pre-cast concrete Columbarium Units. The Columbarium units shall be standard 10 1/2 inches wide by 15 inches high by 20 inches deep and shall include smooth face limestone caps, letter signs and installation of government furnished marble niche covers with stainless steel rosettes, mounting hardware in accordance with the drawings and specifications. The project also includes, but not limited to structural (foundation, pilasters and sidewalk), civil (erosion and sediment control, landscaping, grading, irrigation and drainage). The contractor is to develop three (3) Department of Veterans Affairs design concepts for review and approval. Review comments shall be incorporated for final acceptance of concept drawing and contractor shall prepare construction documents and construct the Columbaria. Contract drawings (design) must be approved prior to building. While there are some elevation constraints in the area identified for the columbarium, the contractor shall survey the site and mitigate elevation issues prior to design. Site furnishings such as benches, flower and trash vases, shall be Victor Stanley or approved equivalent. Cost Magnitude: The magnitude of this project is between $1,000,000.00 and $5,000,000.00. Contract Duration: Performance period is 365 calendar days after issuance and receipt of Notice to Proceed. NAICS Code: 237990, with a size standard of $33.5 million. Obtaining Solicitation: Solicitation material consisting of the Request for Proposal, details and specifications may be accessed only via FedBizOpps at http:nnwww.fedbizopps.gov. No telephone request will be accepted. The solicitation, specifications and drawings will be available on or about April 25, 2012.
