Description
Title: National Adult Tobacco Survey for 2013-2014 and 2014-2015 Cycles Background: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. CDC will only consider vendors listed under GSA Mission Oriented Business Integrated Services (MOBIS) Schedule 874-3 - Survey Services. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Organizations that are not considered small businesses under the applicable NAICS code or are not listed under GSA MOBIS Schedule 874-3 should not submit a response to this notice. CDC is planning to conduct a telephone-based national survey of adults on tobacco usage patterns. To meet the challenges for increasing non-coverage and non-response in RDD landline-based telephone samples, we are planning to conduct a dual frame survey of landline and cell phone samples with a total of 140,000 completed surveys. CDC is expecting response rates above 50% for both landline and cell phone surveys (AAPOR formula 4). Appropriate weighting for the dual frame survey is critically important for a valid and reliable data. The key estimates such as current cigarette smoking rate at both national and state level from this survey should be in line with other established national or state-based surveys such as National Health Interview Survey and Behavioral Risk Factor Surveillance System. The Period of Performance shall be for 36 months. The acquisition will be The North American Industrial Classification Standards (NAICS) Code is 541712 and Standard Business Size of 500 employees. In order for us to know the capacity at your company which may be suitable for this large-scale survey, please answer the questions below: 1)What types of RDD landline or cell phone surveys has your firm conducted before? Does your firm have the capacity and scope to perform surveys across four time zones in USA in Spanish and English? 2)Does your firm have call centers in various geographical locations, if so where in USA? How many calling stations does each calling center have? If your company uses a different approach for conducting a telephone-based survey, please explain the reasons and facilities which could be suitable for this survey. 3)How many telephone interviewers are available daily and monthly? Please provide distributions of current interviewers by age, gender, educational level and years of working experiences as an interviewer. 4)What key strategies do you use to increase response rates for a RDD dual frame survey? 5)Describe your capability in weighting methods and related variables for a dual frame survey of landline and cell phone numbers. 6)Access to state level information on percentage of cell-phone only household is required. Describe how this information will be acquired every year. Teaming Arrangements: All teaming arrangements shall include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates CDC to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. Any potential government contract must be registered on the CCR located at http://www.ccr.gov/index.asp. 6.Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.); 7.Current GSA Schedules appropriate to this Sources Sought 8.Current Government Wide Agency Contracts (GWACs) 9.Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses.
