Description

CONSTRUCTION PROJECT - Construction Project No. 756-302, Construct/Expand Dental and Prosthetics, El Paso VA Health Care System, located at 5001 North Piedras, El Paso TX 79930. The Phoenix VA Health Care System (PVAHCS), Phoenix, Arizona, intends to issue a solicitation requesting proposals to provide the construction services required for the construction and expansion of the Dental and Prosthetics Department at the El Paso VA Health Care System. The contractor shall provide all personnel, services, vehicles, transportation, tools, equipment, materials, supplies, facility supervision, supervision, administration and any other item(s) necessary to perform and accomplish the work. The contractor shall be familiar with all of the terms, conditions, and requirements contained within the Scope of Work, Specifications and Construction Drawings. All work must comply with federal, state and local regulations. The base bid consists of the construction of a new two-story 28,000 square foot building in accordance with approved Specifications and Construction Drawings. The new building will be occupied by Dental, Services, Human Resources Services, and Prosthetic Services. Work to be performed includes, but not limited to site infrastructure development, architectural building systems, structural systems, HVAC/mechanical systems, electrical systems, plumbing systems, fire protection systems, telecommunication/data systems, life safety systems, medical gas systems, and security systems. The base bid also includes the renovation of an existing 4,100 square foot area located on the second floor in the existing main building in accordance with approved Specifications and Construction Drawings. This area is currently occupied by the Records Department. Work to be performed includes, but not limited to demolition, architectural building systems, electrical systems, HVAC/mechanical systems, fire protection systems, life safety systems, and telecommunication/data systems. A full scope of work will be included in the solicitation documents. Performance Period is 600 calendar days after receiving Notice to Proceed. Complete drawings and specifications will be included in the solicitation document that will be available on FedBizOpps on or about 04 May 2012. Information regarding a formal pre-proposal site visit (including time, date, and meeting location) will be provided in the solicitation. Solicitation responses will be due in the Contracting Office no later than Friday, 01 June 2012 at 12:00pm (noon) MST. Proposal submissions shall be electronic copies submitted via the VA Vendor Portal. Information and instruction regarding the VA Vendor Portal will be included with the solicitation. Telegraphic, email, and facsimile proposals ARE PROHIBITED. This project requires the proposers/contractors to secure bonding. NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. All proposers shall be registered and verified in the www.ccr.gov and www.vetbiz.gov and https://orca.bpn.gov/ in order to be eligible for award. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB). The NAICS code is 236220. The associated size standard for this procurement is $33.5 million dollars in average gross annual receipts for the preceding three years. In accordance with VAAR 826.204(h), the construction magnitude is between $5,000,000.00 and $10,000,000.00. Award is subject to availability of funding.
