Description
LISC Ops Support Draft Performance Work Statement Launch & Test Range System (LTRS) Integrated Support Contract (LISC) Operations Support Small Business Set-Aside (SBSA) Sources Sought Synopsis I. Description: 1. The Government intends to award two contracts consisting of separate portions of the scope of effort comprising the comprehensive LISC acquisition: one contract comprising core LTRS Operations, Maintenance, and Sustainment activities (LISC OM&S) (full and open competition), and one contract comprising LTRS Operations Support areas (LISC Ops Support) (small business set-aside). The purpose of this Sources Sought Synopsis is to seek potential small business prime contractors for the LISC Ops Support effort. II. LISC Operations Support Small Business Set-Aside Contract: 1. The contemplated LISC Ops Support SBSA contract is intended to provide the Government with a single small business prime contractor responsible and accountable for the areas of Administrative Support Communications for Eastern Range (ER) & Western Range (WR), Comptroller IT Support, and Elements of Downrange Base Operating Support (DBOS) for ER. Specifically, the contemplated LISC Ops Support contract effort is intended to consist of the following task areas as referenced in the attachment labeled LISC Ops Support Draft Performance Work Statement (Ops Support PWS): A. Provide Mission Support Communications (Ops Support PWS Sections 3.1 & 3.2) B. Provide Downrange Base Operating Support (DBOS) (ER Only) (Ops Support PWS Section 3.3) C. Provide Specialized Support (Ops Support PWS Section 3.4) 2. The purpose of this Sources Sought Synopsis is to determine whether the contemplated LISC Ops Support scope could be set aside under NAICS Code 561210 - Facilities Support Services. Small businesses intending to respond to this Sources Sought Synopsis are advised that the contemplated LISC Ops Support contract is intended to be a full set-aside to small business, and FAR 52.219-14, Limitations on Subcontracting, will apply and be included in a resulting contract, wherein at least 50 percent of the cost of contract performance shall be incurred for personnel of the small business prime. There are no provisions under FAR 15 or otherwise to allow small business primes to use their small business team members / subcontractors as part of the percentage. For clarity, the entity whose name appears on the contract is required to perform 50% using employees of that entity, whether they be a sole proprietor or a formal or informal joint venture. 3. Qualified sources should submit an unclassified Statement of Capability (SOC) demonstrating their experience and capability in any (A, B, or C) or all (A-C) of the anticipated task areas listed above and described in the attached LISC Ops Support PWS. As part of the SOC, potential Offerors should demonstrate their capability to perform these tasks across geographically-dispersed locations as outlined in the LISC Ops Support Draft PWS. NOTE: The Government considers tasks included under Program Management Requirements (LISC Ops Support Draft PWS Section 2) to be standard requirements applicable to Government contracts. Respondents need not include these tasks in the SOC unless any portion of these requirements cannot be met. Additionally, if teaming with other contractors is anticipated, qualified sources must list the other contractors' names, business sizes, experience and capabilities for their allocated task areas, and the percentage of the work for which each team member will be responsible, including the potential small business prime contractor. 4. The Government further requests industry feedback on the above approach. Specifically, the Government requests that industry provide recommendations for strategies and methods to maximize cooperation between the two potential LISC prime contractors (LISC OM&S and LISC Ops Support) (e.g. incentive structures, clauses, Associate Contractor Agreements, or other methods) while minimizing mission assurance risk, inefficiencies, and redundancies. III. Additional Instructions & Information: 1. The SOC shall not exceed 25 pages in total length. All responses must conform to 8.5x11 inch pages, with font no smaller than 12 point and 1-inch margins (the SOC cover page / table of contents pages will not count against the page limit). This Sources Sought Synopsis is for market research only. Interested parties shall state the size of their business in regards to NAICS Code 561210 - Facilities Support Services. 2. Submit the SOC in either PDF format or Microsoft Word format via 2 CDs and one hard copy to the Contracting Officer Francis Whalen by the Response Due Date: 23 Apr 2012, 4:00 PM PDT. IV. NAICS Code / Small Business Consideration & Product Service Code for LISC Ops Support Requirements: The NAICS Code for the LISC Ops Support requirements is 561210 - Facilities Support Services, with a Small Business size standard of $35.5 million; the Product Service Code for this scope is M127 - Operation of Government-Owned Electronic and Communications Systems Facilities. Responses from small business and small disadvantaged business firms are highly encouraged. Each firm responding should indicate if it is a small business, socially and economically disadvantaged business, 8(a) firm, HUBZone, historically black college, or minority institution. The Small Business point of contact is Mr. Willard Strozier at 310-653-1108. V. Declaration: This synopsis is not a formal solicitation and will not be used to develop a bidders list. Failure to submit a Statement of Capability in response to this Sources Sought Synopsis will not preclude potential offerors from submitting a proposal in response to a Request for Proposal (RFP). Please be advised this is a Sources Sought Synopsis only, and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information. In addition to determining whether the LISC Ops Support requirements could be set aside for small business under NAICS Code 561210 - Facilities Support Services, the Government may also use information submitted by respondents to this Sources Sought Synopsis to assist in further developing the LISC acquisition strategy.
