Description
This publication serves as notice of intent to procure service for the US Department of Commerce, NOAA, Marine operation Division from Bonnie Morehouse to support the overall NOAA effort for the evolution of the NOAA fleet. The first phase is to validate and prioritize the previous recapitalization plans' identified NOAA ocean observation requirements that have historically driven the need for ship days at sea. The second phase will include OMAO study new technologies to meet NOAA requirements and potential changes in business processes on NOAA's fleet operations. In conjunction with NOAA line offices and programs, OMAO will identify new, more cost effective approaches for meeting program requirements, assess existing and evolving technologies such as unmanned autonomous vehicle, gliders and remote sensors, and provide an analytical comparison (analysis of alternatives) of the operational effectiveness, cost and risks of proposed solutions. Contractor shall assess manning and staffing requirements consistent with the OMAO Strategic Plan and Ship and Aircraft Recapitalization Plans to develop workforce, staffing and training plans that will enable the organization to: 1) link resource requirements directly to the organization's mission and goals; 2) identify gaps in resources and competency requirements; 3) provide alternative strategies to close resource and competency gaps. Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of this publication of this synopsis will be considered by the government. This is a simplified acquisition with an estimated value of less than $100,000 **** The Westren Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registey (CCR) as of October 1, 2003.
