Description
Personal Services Contractor (PSC) for Financial Support Services This position would be for up to 4 years within the Structured Finance Department (the "Department") of the Overseas Private Investment Corporation (OPIC). It requires an ability to work independently and apply expert knowledge in all aspects of project finance. Demonstrated skills encompass corporate finance, accounting, credit analysis, management and operations, country political and economic issues, international investments, commercial or investment banking, written and oral communications and negotiation. The Project Finance Specialist will execute the most complex, sensitive, or precedent-setting finance projects. The Project Finance Specialist is responsible for carrying out the full range of tasks required to process transactions from initial screening through due diligence, negotiating and structuring, approval, documentation, closing and funding. Work involves coordinating major financing for international projects, including providing advice and staff support on planning, developing, implementing and evaluating issues related to credit, risk, and OPIC policy. The Project Finance Specialist also may manage an issue/area (region or sector) and provide critical support in areas of program and business development, analysis of issues, represent the agency when no need for agreements outside of already established parameters is expected, and negotiate documents to which the USG is or will be a signatory with other U.S. agencies, private consultants or foreign governments. The Contractor must be a U.S. citizen and must be able to obtain a Secret security clearance.
