Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. The NAICS code for the work described below is 236220 with a project cost in $30 to $40 million range. Work will begin in December 2012 and will extend over a 2 year period. The location of services to be performed under this contract shall be at Hanscom Air Force Base, Bedford, Massachusetts. This project will be to construct a new middle school to replace the existing middle school. The project will include general purpose classrooms, gymnasium, information center, computer lab, science labs, supply areas, specialist rooms, music room, art room, learning impaired room, teacher work rooms, counseling areas, storage and administrative offices and information center areas, and other required areas for a fully functioning facility. The project includes related infrastructure such as parking areas, mechanical rooms, delivery areas, and playgrounds. Site improvements include signage, fencing, paving, landscaping, exterior lighting and utilities. Construction will require the demolition of existing buildings and supporting facilities at the Hanscom Middle School. The project will provide temporary swing space facilities during construction and may deconstruct this temporary space after completion. Because this project occurs on an active installation at an active school campus, there will be significant equipment and personnel management requirements to minimize impacts to the surrounding school facilities. The contractor will also have a limited work area with limited access and all contractor personnel shall be screened for security purposes. Under this contract the successful offeror will be required to provide a new Middle School at Hanscom Air Force Base, Bedford, Massachusetts. The offeror will be evaluated on past experience with similar school projects at active school facilities or similar settings and must demonstrate the following experience/expertise: Construction of new school buildings, including specialty spaces such as cafeteria, classrooms, gymnasiums, science laboratories, administrative space Experience working on an active school campus, with students, bus traffic, and operating classrooms within close proximity to the construction area Experience scheduling phased construction activities and adhering to a base-lined schedule to accommodate phased construction utilizing swing space for classrooms, local travel patterns and without interrupting on-going activities Experience providing temporary classroom facilities for use after demolition of an existing school facility Experience with demolition of structures in confined areas such as within an active school campus, in constricted urban settings, or similar Experience working in the New England area on projects of similar size and project duration Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and specific examples of past experience in performing the work requirements stated above. The project examples must have been performed within the last seven years. The offer must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Proof of bonding capability must be submitted with the package. Responses are due April 27, 2012. Firms interested shall provide the above documentation in one original form and one copy. Electronic submissions will not be accepted. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
