Description
Sources Sought The Air Force is seeking sources for a potential 100 percent set-aside for HUBZone, or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. The work consists of furnishing all labor, equipment, appliances, devices and materials, and performing all operations necessary in connection with ZHTV131001, "On-Call" Repair and Maintain Airfield Pavements Indefinite Delivery/Indefinite Quantity Contract including but is not limited to removals and miscellaneous. The site of the work is the active Airfield in Area A and the Airfield in Area B, Wright-Patterson Air Force Base, Ohio. REQUIREMENTS INCLUDES: Emergency situations will require a start work response time as short as one day. Liquidated damages will exceed typical values for construction, from $9,407 per day for aprons to $37,630 per day for runways. The Contractor shall coordinate all work with the Airfield Manager located in Building 206, Area A. A schedule of work in its proper sequence shall be mutually agreed upon by the Contracting Officer, Airfield Manager and the Contractor, whereby restrictions on aircraft movements will be held to a minimum. All areas within 200 feet of the edge of an active Taxiway/Runway are designated as critical work areas. The Contractor shall designate one of his workers to monitor the Airfield Tower with a radio provided by the Airfield Management Operations office. The individual designated as the "Tower Monitor" shall have no other responsibilities other than monitoring the Tower and acting on the Tower's directions via radio when work is proceeding within 200 feet from an active Runway. The Contractor shall need to demonstrate previous working experience making repairs to airfield pavements, on an active airfield. The Air Force intends to award a contract with a one year base period and up to four one-year options. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NAICS Code : 237310 Size Standard: $33.5M Prime contractors who are HUBZone, or SDVOSB and who intend to submit a bid for this solicitation are highly encouraged to submit the following by 2:00 p.m. EST on 16 April 2012: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and/or (3) documentation of SDVOSB status; and/or (4) listing of capabilities and/or experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project (limit to 5 single-sided pages); (5) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (6) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. (7) Include your DUNS Number or CAGE Code on response Firms interested should provide the above documentation. Fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone, or SDVOSB concerns. Responses shall be limited to 5 pages. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
