Statement of Work for Canada Geese Deterrence SOLICITATION NUMBER: NB193000-12-01205 RESPONSE DATE: April 23, 2012 CONTACT POINTS: Dana Rae Graham, Contract Specialist, (301) 975-3978 Michael Szwed, Contracting Officer, (301) 975-6330 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), has a requirement for Geese Deterrence at the Gaithersburg, MD Campus. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, IS UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-57. This is a 100% Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 561710- Exterminating and Pest Control Services. BACKGROUND The National Institute of Standards and Technology (NIST) has a continuing need for wildlife management services regarding the Canada Geese that frequent the Gaithersburg, Maryland campus. NIST is located on a 570-acre property located at 100 Bureau Drive in Gaithersburg, MD 20899. In the past, Contractors provided the service using trained canines. SPECIFIC REQUIREMENTS See attached Statement of Work. DELIVERY TERMS Delivery/Performance location is: NIST 100 Bureau Drive Gaithersburg, MD 20899 QUOTATION EVALUATION: Award shall be made to the offeror whose quotation offers the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the criteria shown in Provision 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures. PROVISIONS AND CLAUSES: The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. All FAR clauses may be viewed at http://acquisition.gov/comp/far/index.html. Provisions: 52.212-1 Instructions to Offerors-Commercial Items 52.237-1 Site Visit 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APRIL 2012) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. Factor A: Technical Approach An onsite demonstration is necessary to determine the capabilities of the canines and their understanding of commands from the handlers. The government will make arrangements for the demonstration with vendors after quotes are received. During the on-site demonstration the dogs and handler will be evaluated on the following: i. The dog's ability to follow commands from the handler. ii. The handler's ability to control the dog. iii. The dog's effectiveness in deterring Canada Geese without harming them. This demonstration will be held at the NIST, Gaithersburg MD Campus located at: 100 Bureau Dr Gaithersburg, MD 20899 The Contractor shall submit a sample monthly schedule in order to evaluate reasonableness and an understanding of the work to be accomplished. Factor B: Experience The Contractor must have at least 2 years of experience in deterring geese in a commercial setting. Factor C: Past Performance The Contractor should provide at least 3 references that show past performance relative to experience. 52.212-3 Offeror Representations and Certifications-Commercial Items Offerors shall complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the by written notice to the Contractor within 60 days. (End of clause) 52.217-9 Option to Extend the Term of the Contract (a) The Government may extend the term of this contract by written notice to the Contractor within 30; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (End of clause) 52.237-2 Protection of Government Buildings Equipment, and Vegetation 1352.201-70 Contracting Officer's Authority 1352.201-72 Contracting Officer's Representative (COR) (a) ----- is hereby designated as the Contracting Officer's Representative (COR). The COR may be changed at any time by the Government without prior notice to the contractor by a unilateral modification to the contract. (2) The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the contract price, terms or conditions. Any contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the express written prior authorization of the Contracting Officer. The Contracting Officer may designate assistant or alternate COR(s) to act for the COR by naming such assistant/alternate(s) in writing and transmitting a copy of such designation to the contractor.
