Description
The purpose of this notice is to provide details of this upcoming requirement to prospective offerors prior to advertisement of the package. It is anticipated that the package will be posted here on FBO NLT 12 Mar 2012. The Government intends to award this SATOC through FAR Part 15 One-Step-Best Value Design-Build (Single Award) Source Selection. Requirement: This contract is for an Indefinite Delivery Indefinite Quantity Single Award Contract (IDIQ SATOC) for Construction Services in support of various Military and Civil Works projects within the Boundaries of the Tulsa District, U.S. Army Corps of Engineers (USACE). Only Tulsa District shall issue task orders against this contract unless specifically authorized by a Tulsa District Contracting Officer. This SATOC contract is set aside for Service-Disabled Veteran-owned Small Business (SDVOSB). This contract is intended for multi-tasking of construction services for a wide variety of new construction, maintenance, repair, alteration and minor and major construction type tasks for military and civil works projects primarily for the Tulsa District and customers within the geographic location. The tasks include, but are not limited to, work plans, total facility renovation, new construction; repairs and alterations; preventive maintenance; installation/construction of the following systems: HVAC, plumbing, electrical, elevators, building envelope, road and pavements, fire protection, antiterrorism/force protection (ATFP); environmental abatement, utility system modifications, and operations activities. This contract is intended to execute new construction, or construction repairs of real and personal property facilities, e.g., maintenance, repair, asbestos and lead-based paint abatement, and major and minor construction situations relating to, but not limited to, architectural, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), instrumentation, telecommunications, and ATFP. Upon receipt of a task order, the Contractor shall provide all labor, materials, supplies, parts (to include system components), plant, supervision, equipment, and related services (except when specified as Government furnished), to perform the work as specified. Architect- Engineering Services related to maintenance, repair, and construction may be required for some submittals such as "shop drawings". A Professional Architectural or Engineering "seal" shall be provided on that work. The contract shall be in effect for a base period and up to four option periods. Services will be provided on a Firm-Fixed-Price (FFP) task order basis. The minimum amount to be paid is $3,000.00. The sum of all task orders shall not exceed the estimated amount of $9,500,000.00. Contractor's work and responsibility shall include all Contractor planning, programming, administration, and management necessary to provide all work as specified. The Contractor shall conduct all work in strict accordance with the contract and all applicable Federal, State, and local laws, regulations, codes, and directives. The Contractor shall provide related services such as preparing and submitting required reports, performing administrative work, and submitting necessary information as specified under this contract and within each task order. The Contractor shall ensure that all work provided meets requirements of the base contract and the scope of work for each task order and any specifications included with the task order or in any applicable document.
