Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a sole source contract modification to TCOM, L.P., 7115 Thomas Edison Drive, Columbia, MD, 21046, for the procurement of: one (1) FSR Tool Kit, four (4) 28M+ Aerostat Delta Hub Spares, and one (1) 22M Aerostat Miscellaneous Spares Kit for TCOM 22M and 28M+ aerostat systems currently fielded in Afghanistan for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). The Government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The Government does not own technical data, drawings or other specifications to permit full and open competition. The technology being fielded as part of the PGSS is specifically tailored to protect US and Coalition forces by providing surveillance and locating and detecting hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response. This procurement will enhance PGSS site with superior capability that can immediately enhance operational capability and unit situational awareness while significantly reducing the systems susceptibility to weather and hostile action. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses should reference solicitation number N68335-11-C-0220. Responses must be received within 15 days of publication of this notice.
