- NASA/GRC is hereby soliciting information about potential sources to assist indeveloping advanced coatings technologies for thermal nuclear propulsion (NTP). Thesecoatings are to be uniformily deposited/coated via chemical vapor deposition (CVD) ongovernment-provided high purity graphite substrates. Processing conditions for coatingdeposition shall be optimized and documented and provided to the Government. All workconducted under this effort will be property of the U.S. Government.The National Aeronautics and Space Administration (NASA)Glenn Research Center is seekingcapability statements from all interested parties, including Small, Small Disadvantaged(SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned(SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, andHistorically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for thepurposes of determining the appropriate level of competition. The Government reserves theright to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB),or HUBZone business set-aside based on responses hereto.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Only U.S. concerns owned by U.S. citizens having the experience and capabilities inperfoming the aforementioned effort are invited to submit a capability statement of 3pages or less indicating the ability to perform all aspects of the effort describedherein. This shall include the following: name and address of firm, size of businessrelative to the NAICS Code set forth herein, and a list of customers covering the pastfive years (highlight relevant work performed, contract numbers, contract type, dollarvalue of each procurement; and point of contact - address and phone number). Please advise if the effort is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.
