Attachment #1, Draft PWS The 99th Contracting Squadron intends to issue a solicitation for non-personal services for Foreign Military Sales and Air Force Tactics, Techniques, and Procedures Manual creation at Nellis Air Force Base, NV. FMS tactics employment manual production will constitute the bulk of this requirement. The Contractor will provide all personnel, supervision, equipment, tools, materials, and services necessary to develop and produce, as needed, Foreign Military Sales (FMS) Tactics Employment Manuals and select Air Force Tactics, Techniques, and Procedures (AFTTP) manuals for the United States Air Force, as defined in the Performance Work Statement (PWS), except as specified as "government furnished." A draft copy of the Performance Work Statement has been attached for your reference. The final copy to include any supporting documentation will be issued with the solicitation. The Government intends to set this solicitation aside for service disabled veteran owned small businesses (SDVOSB). The North American Industry Classification System will be 541690. The period of performance will be one (1) basic year plus four (4) option years. The approximate performance start date is 01 Jul 12. The total contract period will not exceed five (5) years. This solicitation is a competitive RFP and award will be based on procedures found in the Federal Acquisition Regulation (FAR) Part 12. Award will be made using best value in accordance with FAR Part 15. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR) prior to solicitation closing date. Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. The solicitation will be issued on or about 20 Apr 12, and will be available to view and download on the Federal Business Opportunities (FBO) website: http://www.fbo.gov/. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MAILED. Be sure to check the solicitation after issuance to verify the correct proposal response date. All amendments will be posted on the FBO website as well the date and time for additional site visits. All prospective offerors are responsible to visit the web page frequently and obtain the solicitation and any amendments or other information pertaining to this solicitation. No telephone calls or written requests for this solicitation package will be accepted.
